Abstract

Prepared for the American Society of Civil Engineers by Economic Development Research Group, Inc., and Downstream Strategies Each report in the Failure to Act series provides an objective analysis of the economic implications for the United States of its continued underinvestment in infrastructure. Reports in the series assess the implications of present trends in infrastructure investment for the productivity of industries, national competitiveness, and the costs for households. Analysis considers both the building of new infrastructure to meet increasing population and expanded economic activity and the maintenance or rebuilding of existing infrastructure that needs repair or replacement. This report focuses on the pipes, treatment plants, pumping stations, and other infrastructure that make up the nation's public drinking-water and wastewater systems. Topics include: an introduction; overview of water infrastructure; the overall water and wastewater infrastructure gap; a regional overview; the analytical framework; economic impacts; and conclusions.

Copublished by WEF Press and ASCE Sponsored by the Water Environment Federation and the Environmental and Water Resources Institute of the American Society of Civil Engineers Sustainability and Energy Management for Water Resource Recovery Facilities, WEF MOP 38 / ASCE MOP 137, describes the best practices for evaluating and improving the energy management and sustainability of wastewater treatment plants. Global climate change, volatile energy prices, and other potential forces of change require designers to plan and design water resource recovery facilities (WRRF) that are sustainable—less costly to operate and maintain over a plant’s full life cycle and more resilient to near- and long-term change. This Manual of Practice begins with an assessment of commonly used sustainability frameworks. It then offers guidance on the practical application of sustainability concepts at key decisions points during the planning, preliminary design, final design, construction, and operational phases of WRRF capital projects. The volume discusses strategies, tools, and references that are globally applicable and helps in planning projects that meet today’s expectations for WRRFs: significantly reduced energy consumption, modern automated equipment with less downtime, lower operation and maintenance costs, resiliency to weather extremes, lower chemical inputs, and marketable products through resource recovery. Abstract

These standards offer guidelines that apply to the physical security of facilities with potable water source, treatment, and distribution systems, as well as with wastewater collection and treatment systems and stormwater systems. Taken together, these standards can provide direction for utilities as they design or retrofit their infrastructure to ensure the physical security of water and wastewater/stormwater systems. Recommendations include the use of physical and electronic security measures to protect against various design-basis threats that could otherwise defeat the mission of the utility. Other considerations for utilities applying specific security technologies and methods is included. Additional physical security for water and wastewater/stormwater facilities is beneficial for continuity of business, protection of water quality, provision of sufficient water quantity, ensuring public confidence, and protection of public health and safety. These new standard guidelines, based on draft guidelines prepared by ASCE and the American Water Works Association, with technical input from the Water Environment Federation, will be valuable to anyone involved with the physical security of water, wastewater, or stormwater utilities.

Abstract

Prepared by the Water and Wastewater Committee of the Technical Council on Lifeline Earthquakes Engineering of ASCE. This TCLEE Monograph provides checklists to screen for seismically vulnerable water and wastewater facilities. The checklists facilitate the assessment of seismic vulnerability for water and wastewater system components and provide useful information for improving loss mitigation programs. A brief overview explains the checklist format and organization. Checklists are presented for five categories of water and wastewater system facilities and components: surface facilities and components; storage, distribution, and collection components; treatment facilities and components; support equipment; and administration, operations and maintenance facility contents.
