Dimensions of urban poverty in the Europe and Central Asia region

Abstract

"The objective of this study is to contribute to a better understanding of the extent and nature of poverty in urban areas in transition countries in Eastern Europe and the former Soviet Union, providing particular attention to the disparities within urban areas between capital cities and secondary cities, and focusing on dimensions of poverty related to provision of network infrastructure and energy services in cities. Household surveys carried out in 1998-2003 in 20 countries provided the data for the study. The study found substantial differences in urban areas between the capital and secondary cities, with households in secondary cities being worse off. In addition, secondary cities often had poverty indicators equivalent to, or worse than, those of rural areas, including in terms of access and quality (reliability) of infrastructure. The study confirmed that many households, especially in secondary cities, are "infrastructure-poor" because of unreliable and deteriorated services and that these households are hidden in studies that do not examine actual quality. Finally, the study found that income and infrastructure inequality are generally higher in urban areas, although inequality in secondary cities often was greater than that in the capitals. Abstract

Urban Fuel Poverty describes key approaches to defining and alleviating fuel poverty in cities using a multidisciplinary perspective and multiple case studies. It provides empirical knowledge on the levels and intensities of energy poverty in urban areas, along with new theoretical perspectives in conceptualizing the multidimensionality of energy poverty, with special focus given to the urban environment. Chapters discuss what energy poverty is in terms of taxonomy, stakeholders and affected parties, addressing the role of the economy and energy bills, the role of climate and city factors, the role of buildings, and the health and psychological impact on fuel poverty. The book addresses how to measure energy poverty, how to map it, and how to draw conclusions based on illness and social indicators. Finally, it explores measures to 'fight' fuel poverty, including policy and governance actions, building efficiency improvements and city planning.

Abstract

What positions and roles do our Nordic cities have in this world of flows, and how does the global network economy impact on Copenhagen, Helsinki, Oslo, and Stockholm, and on Nordic urban policymaking more generally? World cities such as New York, London, Paris and Singapore are seen as central nodes in the global networks of capital, commodities, knowledge, people and cultural symbols. In this sense, they function as important hubs for the interaction of skilled labour and their 'tacit knowledge', as financial control centres and as major points of origin for the generation of different kinds of innovations (i.e. social, cultural, and technical). This Nordregio policy brief highlights how globalisation creates new challenges and opportunities for policymakers in the Nordic capital regions.

Alors que le « rêve américain » n'a rien perdu de son attraction, Nicolas Duvoux a entrepris une enquête ethnographique auprès de fondations philanthropiques et du tissu associatif qui tentent de pallier la déliquescence des quartiers pauvres et minoritaires d'une grande métropole du nord-est des États-Unis : Boston. Véritable laboratoire des sciences sociales du xxie siècle, Boston, mieux qu'aucune autre, fait ressortir le spectacle de la coexistence de la richesse et de l'ouverture d'esprit avec la pauvreté et la ségrégation raciale. L'enquête s'est déroulée auprès de ceux qui vivent dans l'envers du mythe étasunien, fait de pauvreté, de marginalité sociopolitique et de violence, comme auprès de ceux qui leur viennent en aide. Elle permet de cerner la forme et les limites de l'organisation communautaire qui cherche à se recréer autour du don philanthropique. Elle montre comment, sur les débris du ghetto, des philanthropes cherchent à régénérer la communauté indispensable pour faire vivre le rêve américain et justifier leur propre réussite.

Abstract

This paper examines the magnitude of criminal activity among disadvantaged youths in the 1980s. It shows that a large proportion of youths who dropped out of high school, particularly black school dropouts, developed criminal records in the decade; and that those who were incarcerated in 1980 or earlier were much less likely to hold jobs than other youths over the entire decade. The magnitudes of incarceration, probation, and parole among black dropouts, in particular, suggest that crime has become an intrinsic part of the youth unemployment and poverty problem, rather than deviant behavior on the margin. Limited evidence on the returns to crime suggest that with the decline in earnings and employment for less educated young men, crime offers an increasingly attractive alternative.
