Abstract

The World Bank Group's Gender Strategy (fiscal year [2016-23) presents gender equality as integral to smart development policy and posits that successful implementation of the strategy will help achieve the Bank Group's twin goals and the Sustainable Development Goals. The strategy focuses on four objectives: human endowments, jobs, asset control and ownership, and voice and agency. To implement the strategy, the World Bank and International Finance Corporation (IFC) established a new methodology and targets for measuring progress via gender tags for World Bank operations and gender flags for IFC advisory and investment services. At the midpoint in the eight-year strategic cycle, this review provides a rapid assessment of the implementation of the strategy in the World Bank and IFC. The purpose of the review is to provide evidence and reveal opportunities to maximize organizational efforts over the final four years of implementation. It reflects on what is working well and less well to support continuous monitoring and learning in the World Bank and IFC in terms of strategy implementation. The review identified the connections and coordination among four essential institutional elements for an enhanced country-driven approach-knowledge management, staff designated to support work on gender, the IFC Gender Business Group and World Bank Gender Group, and monitoring and evaluation-and identifies four opportunities to enhance implementation.

Abstract

"Back to School: Pathways for Reengagement of Out-of-School Youth in Education" focuses on a social and global problem--200 million adolescents and youth are out of school, live in adverse life circumstances, and face multiple disadvantages. It analyzes the available evidence for what works, how, and why for reengaging and retaining these young people in education. The study further explores for whom and in what contexts the identified interventions can be effective, considering variations in both individual and contextual characteristics of the targeted youth. The synthesized findings from this review are used to build a broad theory of change which can guide efforts of policy and programming for designing contextualized interventions for education reengagement.

Abstract

The labor market of the Turkish Cypriot community (TCc) is characterized by low participation and low employment rates, especially among youth. A series of World Bank reports on the Turkish Cypriot (TC) labor market and higher education sector between 2016 and 2019 found a mismatch between the skills generated by the higher education system in the TCc and those in demand in the labor market. Socio-emotional skills are critical determinants of whether youth can work towards achieving their aspirations in the course of their education, and whether they are likely to find and sustain employment over the longer term. When questioned about the labor supply, employers in the TCc pointed to a lack of technical, interpersonal and socio-emotional skills among TC youth and students; this, in turn, reduces their employability due to their low productivity and effectiveness in the workplace. This remainder of this report contains sections on experimental design, data and empirical strategy, implementation, results, discussion and conclusion.

Abstract

Theory of Change in tourism is about understanding why and how change happens, so that development programs can make the most of the development potential of this sector. It is critically important that there is full understanding of the challenges, assumptions, solutions and indicators for tourism. The evidence behind tourism as a positive development change agent also needs to be regularly challenged and examined. To be successful, projects need to take the entire tourism landscape into consideration and leverage insights from past projects. Theory of Change (ToC) provides a framework for the planning, execution and evaluation of tourism projects and programs that connects to project goals and development objectives and helps maximize tourism's potential. This report explains Finance, Competitiveness and Innovation (FCI) Global Practice's Tourism ToC. It is written for World Bank Group Task Team Leaders (TTLs), Project Teams, and Tourism Specialists, as part of a suite of tools to help improve tourism project design. The report articulates the 'why' and 'how' of FCI's approach to project design and implementation. It includes a step-by-step guide to using Theory of Change for tourism project and program design.

Abstract

Abstract

"This book is an expanded version of the Clark Kerr Lectures of 2012, delivered by Neil Smelser at the University of California at Berkeley in January and February of that year. The initial exposition is of a theory of change--labeled structural accretion--that has characterized the history of American higher education, mainly (but not exclusively) of universities. The essence of the theory is that institutions of higher education progressively add functions, structures, and constituencies as they grow, but seldom shed them, yielding increasingly complex structures. The first two lectures trace the multiple ramifications of this principle into other arenas, including the essence of complexity in the academic setting, the solidification of academic disciplines and departments, changes in faculty roles and the academic community, the growth of political constituencies, academic administration and governance, and academic stratification by prestige. In closing, Smelser analyzes a number of contemporary trends and problems that are superimposed on the already-complex structures of higher education, such as the diminishing public support without alterations of governance and accountability, the increasing pattern of commercialization in higher education, the growth of distance-learning and for-profit institutions, and the spectacular growth of temporary and part-time faculty"--

Abstract

Explaining the Cosmos is a major reinterpretation of Greek scientific thought before Socrates. Focusing on the scientific tradition of philosophy, Daniel Graham argues that Presocratic philosophy is not a mere patchwork of different schools and styles of thought. Rather, there is a discernible and unified Ionian tradition that dominates Presocratic debates. Graham rejects the common interpretation of the early Ionians as "material monists" and also the view of the later Ionians as desperately trying to save scientific philosophy from Parmenides' criticisms. In Graham's view, Parmenides plays a constructive role in shaping the scientific debates of the fifth century BC. Accordingly, the history of Presocratic philosophy can be seen not as a series of dialectical failures, but rather as a series of theoretical advances that led to empirical discoveries. Indeed, the Ionian tradition can be seen as the origin of the scientific conception of the world that we still hold today.
