Abstract

Focusing on the Asia-Pacific region, which  in recent years has been the engine of global economic  growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies. Underlying the increasing pressure for new models of TVET provision is the rapid pace of technological change, demand for a work force which is highly responsive to evolving needs and a transforming market place that calls for higher order skills and  lifelong learning. The book proposes a re-engineered, modernized TVET system that fosters an innovative approach which enhances the employability of workers as well as the sustainability of their livelihoods. The book includes contributions from leading policy makers, researchers, and practitioners, including those in the private sector in analyzing and forecasting the most urgent priorities in skills development.  The book argues for creative approaches to TVET design and delivery particularly with a view to improving job prospects , and meeting the goals of inclusion, sustainable development and social cohesion. Addressing issues such as the chronic mismatches between skills acquired and actual skills required in the work place, the volume proposes diversified approaches towards workforce development and partnerships with the private sector to improve the quality and relevance of skills development .   The new imperatives created by ‘greening’ economies and responses required in skills development and training are addressed. Developing TVET is a high priority for governments in the Asia Pacific region as they  seek to achieve long-term sustainable  growth since the .continued success of their economic destinies depend on it. The volume also includes an emerging framework for skills development for inclusive and sustainable growth in the Asia and Pacific region.

Abstract

Tunisia is expected to enter a recession in 2020 as a result of the impacts of the COVID-19 pandemic, the slowdown in production due to no demand, and decline in tourism. Gross domestic product (GDP) growth averaged only 1.8 percent per year in 2011-2018 compared to 4 percent in 2001-2005 and 4.5 percent in 2006-2010. Despite a good performance of tradable services, growth slowed down from 2.7 percent in 2018 to 1 percent in 2019. 1 This slowdown may be attributed to several factors, including the death of President Essebsi, presidential and parliamentary elections, a drop in industrial production, and fall in agricultural growth. The World Bank estimates that Tunisia's potential GDP growth has dropped by 2 to 2.5 percentage points in the past 15 years due to declining physical and human capital, persistently low productivity, and lower competitiveness. The COVID-19 crisis will exacerbate Tunisia's growth challenges in the short and possibly medium term. A Government of Tunisia (GoT) and World Bank study estimates that a month-long lockdown would reduce growth by 0.9 percentage points in 2020.2 According to the same study, two to three months of lockdown would adversely affect the highly exposed export-oriented sectors (mechanical and electrical products, and textiles), services (tourism, commerce), and transport sectors and reduce growth by at least 4 percentage points in 2020. These negative growth effects will be accentuated by a projected sharp decline in investment, domestic demand, and productivity as the crisis lengthens.

Abstract

This paper exploits a rich dataset from various administrative sources to study short- and medium-term labor market outcomes of vocational education and training graduates in Saudi Arabia. It examines five cohorts of graduates from institutes operated by the Technical and Vocational Training Corporation who are formally employed in the private sector. The outcome measures for the study are based on monthly earnings data from the private sector social insurance records covering up to five years after graduation for the first cohort. The analysis finds positive returns to technical and vocational education are sustained over time. However, program orientation and economic conditions at the time of graduation appears to impact wages. Furthermore, vocational education and training in Saudi Arabia is associated with higher job mobility after graduation from the program. Students' mobility premium is enhanced by completion of the program, suggesting improved skills signaling and utilization contributing to higher returns to vocational education and training. The analysis identifies several challenges and opportunities to further improve outcomes of graduates, such as reducing the gender gap in labor market outcomes of female graduates and reducing the high incidence of vertical mismatch among graduates' field-of-study selection and the occupations group in which they are employed.

Abstract

Lao PDR is currently facing the phenomenon of jobless growth. This trend started in the early 2010s when non-farm job creation stagnated despite rapid growth in gross domestic product (GDP). The labor market suffered from weak activity in the private sector, with all sectors apart from hospitality losing jobs. Jobless growth has prevented the Lao PDR economy from reaping its demographic dividend. Reversing the decline in job creation is essential for fostering inclusive growth in Lao PDR. Promoting inclusive growth requires both facilitating higher participation in the workforce along with continued investments in skills, as well as a greater creation of productive and rewarding jobs. This note explores the factors associated with jobless growth in Lao PDR: deteriorating private sector conditions as well as skills and spatial mismatch in employment. The structure of the note is as follows. Section 2 discusses the impact of the deterioration in private sector conditions on job creation and the constraints that have caused firms to downsize or exit the market; Section 3 explores the impact of job loss on workers of different skill levels, and in causing skills mismatch in the labor market; Section 4 examines the geography of jobs and the spatial dimension of employment; and Section 5 concludes with policy recommendations, proposing measures to revive the private sector and restart the engine of job creation, as well as to reduce inter-regional disparities by better matching jobs to workers.

Abstract

Skills development offers a range of benefits to out-of-school adolescent girls and alleviates a key obstacle to youth employment in developing countries. But do increased skills lead to delays in early marriage and pregnancy? Not always, according to the available empirical evidence. Although the global evidence base on skills training is growing, and despite a theoretical basis for the relationship between skills, employment and fertility, the documented impacts of skills interventions on fertility outcomes are still too limited to draw strong conclusions. The substantial heterogeneity of what constitutes a "skills" intervention contributes to the uncertainty. The strongest evidence is in support of holistic community-based programs that combine information on sexual and reproductive health with skills training and other financial and social assets. More research is needed to isolate the impacts of these different program components and disentangle the causal pathways leading to delays in marriage and pregnancy.

Abstract

This report seeks to synthesize and analyze education outcomes with a view of identifying the main priorities for strengthening the education sector in support of Mongolia's Sustainable Development Vision 2050. The report highlights data and findings generated from a series of source reports (see bibliography) related to the goals and targets set out in the Vision 2050. The report is composed of six thematic chapters: Access; Equity; Internal Efficiency, Education Cost and Finance; External Efficiency; Management. Each chapter will include an overview of the current situation and recent development with a focus on, key achievements and persistent challenges. As a synthesis report, the information on each topic is not exhaustive but rather seeks to present key findings. Specific activities highlighted in the Vision 2050 have been included at the beginning of each chapter and a complete mapping by activity is annexed (Annex 1. Vision 2050 Chapter mapping). This synthesis report draws on conclusions, finding, data and surveys produced in collaboration with MECSS by the Asian Development Bank, the Global Partnership for Education and the World Bank. The synthesis also draws from key UNESCO reports. The scope, research, and focus of the source reports differ, and precise findings are, on occasions, incongruent however the overall conclusions are fundamentally compatible. Whereas most of the source reports focus on one or two key stages, the synthesis report seeks to extract cross-cutting and/or recurring challenges that have an impact, positive or negative, on equity, efficiency and outcomes which ultimately may contribute to the implementation of Vision 2050. Mongolia's State Education Policy (2014-2024) states: 'Education is the main key factor of each citizen's lifelong support and guarantee of life quality, and of the State's societal and economical, science and technological development, and guarantee of national independence and security. Mongolian State shall develop education as a leading sector in society'.
