Abstract

Goed personeelsbeleid, Human Resource Management (HRM), is in veel arbeidsorganisaties een belangrijk onderdeel van het strategisch beleid geworden. Vanuit organisatieperspectief is er nood aan breed inzetbaar en adequaat opgeleid personeel dat probleemloos inspeelt op veranderingen binnen en buiten de organisatie. Daarnaast doelt het medewerkersperspectief, behalve bestaanszekerheid en materiële welstand, vooral op zingeving en ontplooiing in de werkomgeving. Het doel van succesvol HRM is dan ook om beide perspectieven zo op elkaar af te stemmen dat zowel de individuele medewerkers als de organisatie meerwaarde ervaren. Abstract

De wens tot contractualisering van de personeelsleden van provinciale en lokale besturen heeft veel te maken met de gedachte dat een statutair niet te ontslaan is. Dat is natuurlijk een misvatting. ?Met een ambtenaar doe je wat je wil, zolang je de procedures respecteert én redelijk blijft.? Een contractuele tewerkstelling vereist een tweezijdige aanpak, met andere woorden het akkoord van de contractueel in (een addendum bij) de arbeidsovereenkomst. Met betrekking tot een statutair heeft men als bestuur de instemming van de statutair niet nodig om zijn situatie grondig te wijzigen. Een van de methodes om de situatie van een statutair te wijzigen is hem een tuchtsanctie opleggen. Met dit stappenplan wil Appels consult bvba, bij monde van Walter Appels, de provinciebesturen, de gemeentebesturen en de OCMW?s handvaten aanreiken die hen toelaten om een disfunctionerend personeelslid tuchtrechtelijk te sanctioneren. Immers de vaste benoeming verhindert niet dat disfunctionerende personeelsleden op het matje geroepen worden en zo nodig ontslagen. Als geen ander weet Walter Appels dat één rotte appel de hele mand aantast. Dus reageer je best onmiddellijk als je een rotte appel in je bestuur opmerkt. Bron: blurb
