Alors comment faire ? L'auteur de cet essai nous incite à regarder ailleurs, vers la Chine, l'Inde, le Brésil ou l'Afrique de l'Ouest. Il décrit les expériences locales de ces régions du monde. Pour que chacun construise son propre avis, le scientifique analyse aussi le rôle des OGM, l'utilisation des pesticides et la marginalisation progressive des paysans pauvres. Il faut souvent se méfier des prises de positions trop simples, nous dit-il, elles sont directement inspirées par des partis pris idéologiques.

Ce rapport apporte un éclairage sur les difficultés que nos sociétés sont susceptibles de rencontrer dans le domaine de l'eau, à court, moyen et long terme, en France et dans le reste du monde. Les difficultés envisagées concernent les insécurités ou crises liées au manque d'eau, aux excès d'eau et à la détérioration de la qualité de l'eau et des écosystèmes aquatiques. L'analyse de ces difficultés potentielles, dont tout le monde pressent que les conséquences pourraient être dramatiques, l'analyse de leur probabilité d'occurrence et de leur échelonnement dans le temps ont pour objet de tenter, par l'action, de les prévenir, ou, si elles survenaient, d'en amoindrir les effets. Deux causes principales de ces difficultés sont mises en avant : - l'effet des changements démographiques, qui vont vraisemblablement faire croître la population de 6 à 9 milliards d'êtres humains d'ici 2050 et faire passer le taux d'urbanisation de 50 % à 80 %. La question de l'eau - production alimentaire, adduction d'eau potable et assainissement - y est centrale ; - l'effet des changements climatiques liés aux émissions de gaz à effets de serre, qui auront une incidence progressive sur les situations moyennes, mais agiront aussi sur les événements extrêmes (crues, sécheresse) dont les fréquences sont susceptibles de varier notablement. Le rapport aborde les problèmes de ressources en eau, de production alimentaire, d'écosystèmes, de qualité de l'eau et de risques d'inondation. Ces questions sont examinées selon six grands thèmes : bilan besoins-ressources à l'échelle mondiale et alimentation ; gestion des eaux à l'échelle régionale des bassins versants ; l'eau à l'échelle locale des grandes mégalopoles ; écosystèmes aquatiques ; eau et santé ; eau et climat. Le rapport formule enfin des recommandations, tant sur les actions publiques préventives à mener, à caractère réglementaire ou économique, que sur les actions de recherche ou acquisitions de connaissances nouvelles à programmer.
