Volume 37A of Research in the History of Economic Thought and Methodology features a symposium edited by Tiago Mata, celebrating 50 years of the Union of Radical Political Economics. It also includes an essay by Mauro Boianovsky, and is accompanied by a series of reflections from esteemed colleagues, all focused on Arthur Lewis and the classical foundation of development economics. The Volume further includes an important new archival contribution (edited and introduced by Malcolm Rutherford) from the papers of Alvin Hansen, in which the famous Harvard economist reflects on the contributions of his teacher, John R. Commons, on the occasion of the latter's 70th birthday in November 1932.

Low growth, population ageing and depopulation, and new trade relationships with the East Asia region have made it increasingly necessary for Japan to reform its economic and institutional systems. A key element of this reform concerns Japan's policies for regional development. This report reviews progress with different aspects of this reform, such as reform of territorial planning, regional economic policy, urban policy, rural development and administrative and fiscal decentralisation. It highlights the challenge facing the Japanese government as it combines new approaches to policy-making at the central level with mechanisms that assign a greater voice to regional and local actors.

Regarding the Arab region, GDP per capita virtually stagnated for more than 20 years from 1980. During the same period, GDP per capita in the world’s highly industrialized states further increased and the gap between the Middle East and North Africa (MENA) and the highly developed countries widened. However, the differences between Arab countries and the Western states exist not only economically. The countries also differ regarding their political, legal, and social systems. This work explains the differences in development on the basis of institutional economics. In addition to a general theoretical part, an empirical analysis demonstrates the effects of institutions on income, and a historical case study explains the divergent development paths of the Arab region and selected advanced economies.

This paper studies the effect of political regime transitions on public policy using a new data set on global agricultural and food policies over a 50-year period (including data from 74 developing and developed countries over the 1955-2005 period). The authors find evidence that democratization leads to a reduction of agricultural taxation, an increase in agricultural subsidization, or both. The empirical findings are consistent with the predictions of the median voter model because political transitions occurred primarily in countries with a majority of farmers. The results are robust to different specifications, estimation approaches, and variable definitions.

As economic adviser and manager of the Central Reserve Bank of Peru, Pedro-Pablo Kuczynski observed at first hand the crisis that preceded the overthrow of the Belaúnde administration on October 3, 1968. His role in the economic policies of that era enables him to provide an insider's view and analysis of the financial and economic problems besetting a democratic regime in a developing country.
