Abstract

How is Donald Trump's presidency likely to affect the reputation and popular standing of the Republican Party? Profoundly, according to Gary C. Jacobson. From Harry S. Truman to Barack Obama, every postwar president has powerfully shaped Americans' feelings, positive or negative, about their party. The effect is pervasive, influencing the parties' reputations for competence, their perceived principles, and their appeal as objects of personal identification. It is also enduring, as presidents' successes and failures continue to influence how we see their parties well beyond their time in office. With Presidents and Parties in the Public Mind, Gary C. Jacobson draws on survey data from the past seven administrations to show that the expansion of the executive branch in the twentieth century that gave presidents a greater role in national government also gave them an enlarged public presence, magnifying their role as the parties' public voice and face. As American politics has become increasingly nationalized and president-centered over the past few decades, the president's responsibility for the party's image and status has continued to increase dramatically. Jacobson concludes by looking at the most recent presidents' effects on our growing partisan polarization, analyzing Obama's contribution to this process and speculating about Trump's potential for amplifying the widening demographic and cultural divide.

Abstract

The Reputational Premium presents a new theory of party identification, the central concept in the study of voting. Challenging the traditional idea that voters identify with a political party out of blind emotional attachment, this pioneering book explains why party identification in contemporary American politics enables voters to make coherent policy choices. Standard approaches to the study of policy-based voting hold that voters choose based on the policy positions of the two candidates competing for their support. This study demonstrates that candidates can get a premium in support from the policy reputations of their parties. In particular, Paul Sniderman and Edward Stiglitz present a theory of how partisans take account of the parties' policy reputations as a function of the competing candidates' policy positions. A central implication of this theory of reputation-centered choices is that party identification gives candidates tremendous latitude in their policy positioning. Paradoxically, it is the party supporters who understand and are in synch with the ideological logic of the American party system who open the door to a polarized politics precisely by making the best-informed choices on offer.

Abstract

Much of public opinion research over the past several decades suggests that the American voters are woefully uninformed about politics and thus unable to fulfill their democratic obligations. Arguing that this perception is faulty, Vincent Hutchings shows that, under the right political conditions, voters are surprisingly well informed on the issues that they care about and use their knowledge to hold politicians accountable. Though Hutchings is not the first political scientist to contend that the American public is more politically engaged than it is often given credit for, previous scholarship--which has typically examined individual and environmental factors in isolation--has produced only limited evidence of an attentive electorate. Analyzing broad survey data as well as the content of numerous Senate and gubernatorial campaigns involving such issues as race, labor, abortion, and defense, Hutchings demonstrates that voters are politically engaged when politicians and the media discuss the issues that the voters perceive as important. Hutchings finds that the media--while far from ideal--do provide the populace with information regarding the responsiveness of elected representatives and that groups of voters do monitor this information when "their" issues receive attention. Thus, while the electorate may be generally uninformed about and uninterested in public policy, a complex interaction of individual motivation, group identification, and political circumstance leads citizens concerned about particular issues to obtain knowledge about their political leaders and use that information at the ballot box.

Abstract

Citizens are political simpletons--that is only a modest exaggeration of a common characterization of voters. Certainly, there is no shortage of evidence of citizens' limited political knowledge, even about matters of the highest importance, along with inconsistencies in their thinking, some glaring by any standard. But this picture of citizens all too often approaches caricature. Paul Sniderman and Benjamin Highton bring together leading political scientists who offer new insights into the political thinking of the public, the causes of party polarization, the motivations for political participation, and the paradoxical relationship between turnout and democratic representation. These studies propel a foundational argument about democracy. Voters can only do as well as the alternatives on offer. These alternatives are constrained by third players, in particular activists, interest groups, and financial contributors. The result: voters often appear to be shortsighted, extreme, and inconsistent because the alternatives they must choose between are shortsighted, extreme, and inconsistent. Abstract

"Over the last half century, there has been a marked increase in ideological conservatism among African Americans, with nearly 50% of black Americans describing themselves as conservative in the 2000s, as compared to 10% in the 1970s. Support for redistributive initiatives has likewise declined. And yet, even as black Americans shift rightward on ideological and issue positions, Democratic Party identification has stayed remarkable steady, holding at 80% to 90%. It is this puzzle that White and Laird look to address in this new book: Why has ideological change failed to push black Americans into the Republican party? Most explanations for homogeneity have focused on individual dispositions, including ideology and group identity. White and Laird acknowledge that these are important, but point out that such explanations fail to account for continued political unity even in the face of individual ideological change and of individual incentives to defect from this common group behavior. The authors offer instead, or in addition, a behavioral explanation, arguing that black Americans maintain political unity through the establishment and enforcement of well-defined group expectations of black political behavior through a process they term racialized social constraint. The authors explain how black political norms came about, and what these norms are, then show (with the help of survey data and lab-in-field experiments) how such norms are enforced, and where this enforcement happens (through a focus on black institutions). They conclude by exploring the implications of the theory for electoral strategy, as well as explaining how this framework can be used to understand other voter communities"--

Abstract

How does law transform family, sexuality, and community in the fractured social world characteristic of the colonizing process? The law was a cornerstone of the so-called civilizing process of nineteenth-century colonialism. It was simultaneously a means of transformation and a marker of the seductive idea of civilization. Sally Engle Merry reveals how, in Hawai'i, indigenous Hawaiian law was displaced by a transplanted Anglo-American law as global movements of capitalism, Christianity, and imperialism swept across the islands. The new law brought novel systems of courts, prisons, and conceptions of discipline and dramatically changed the marriage patterns, work lives, and sexual conduct of the indigenous people of Hawai'i.
