This volume brings together essays by world-renowned leaders in the field of international trade examining the operation of the WTO and its dispute settlement system. The experts who have contributed to this book include policymakers, scholars, lawyers and diplomats. Two major areas of inquiry are undertaken. The first half of this volume examines the governance and operation of the WTO and the international trading system. It pays particular attention to issues that affect developing country members of the WTO. The second half of this volume contains a detailed examination of the performance, operation, and challenges of the WTO's dispute settlement system. This book is an outgrowth of a conference held at Columbia University in New York in the spring of 2006. The conference was the last of a series of five regional gatherings held around the world to commemorate the 10th anniversary of the WTO and its dispute settlement system. The World Trade Organization (WTO) is a mess. That's the unavoidable conclusion of Blustein's latest title, which delves into the infighting that has come to define an institution charged with strengthening the global economy through more open trade policies. Blustein (former staff writer, Washington Post; And the Money Kept Rolling In (And Out) ) does a remarkable job of getting behind the scenes of negotiations at the WTO, a controversial organization best known to the public as the object of violent protests during a WTO ministerial conference in Seattle in 1999. Despite the complexity of the topic, he avoids jargon, makes obscure issues accessible, and does a good job of capturing the essence of the many major players. He grounds debate about tariffs and subsidies by tying the subject to brief sketches of regular workers and businesspeople affected by WTO decisions. VERDICT With its insiders' views, Blustein's account will greatly intrigue those studying or working in international trade and development, but what is ultimately a story of bureaucrats holding unproductive meetings may have limited appeal to nonspecialists.

As the OECD puts it, the digital economy is increasingly becoming the economy itself. Since this new economy comes with challenges for tax policymakers, the OECD published the consultation document “Addressing the tax challenges of the digitalisation of the economy”, which outlines different policy options to address these challenges. In June 2018, the Amsterdam Centre for Tax Law and IBFD hosted a two-day conference, where speakers from all over the world shared their views on these various options for taxing the digital economy.This book contains the papers written in connection with this conference. It summarizes the insights from the conference and discusses recent policy developments on the taxation of the digital economy. Different aspects of the taxation of the digital economy, from value creation to significant digital presence to the digital services tax, are addressed by renowned academics and distinguished scholars.In offering insight into all the different aspects of the taxation of the digital economy, this book aims to provide an overview of the (consequences of) various tax policy options to address the digital economy. In particular, it is hoped that it contributes to the discussion on resolving the tax challenges arising from the digitalization of the economy.

Depuis la fin de l’année 2019, le bon déroulement du système de règlement des différends de l’Organisation Mondiale du Commerce (ci-après « OMC ») est effectivement compromis en raison du blocage par l’administration américaine du renouvellement de mandats de certains juges au sein de l’organe d’appel. Or, le système de règlements des différends est essentiel pour arbitrer les rapports de force entre Etats en matière commerciale, il assure l’effectivité des obligations contenues dans les accords commerciaux de l’OMC, et par la même occasion, préserve le multilatéralisme des relations commerciales recherché lors de la création de l’OMC. Ce blocage est une manière pour les Etats-Unis d’exprimer leur désaccord avec le fonctionnement de l’Organe d’Appel. L’administration américaine considère que l’interprétation par l’Organe d’Appel, des accords commerciaux contribue à réduire les droits des Etats-membres et à leur créer des obligations supplémentaires. Ainsi, ce travail écrit a pour objectifs la recherche et l’analyse de pistes de solutions visant à débloquer cette situation, en partant des réflexions et des propositions émises tant par des experts, que par certains Etats-membres de l’OMC.
