Historic preservation is typically regarded as an elitist practice. In this view, designating a neighborhood as historic is a project by and for affluent residents concerned with aesthetics, not affordability. It leads to gentrification and rising property values for wealthy homeowners, while displacement afflicts longer-term, lower-income residents of the neighborhood, often people of color.Through rich case studies of Baltimore and Brooklyn, Aaron Passell complicates this story, exploring how community activists and local governments use historic preservation to accelerate or slow down neighborhood change. He argues that this form of regulation is one of the few remaining urban policy interventions that enable communities to exercise some control over the changing built environments of their neighborhoods. In Baltimore, it is part of a primarily top-down strategy for channeling investment into historic neighborhoods, many of them plagued by vacancy and abandonment. In central Brooklyn, neighborhood groups have discovered the utility of landmark district designation as they seek to mitigate rapid change with whatever legal tools they can. The contrast between Baltimore and Brooklyn reveals that the relationship between historic preservation and neighborhood change varies not only from city to city, but even from neighborhood to neighborhood. In speaking with local activists, Passell finds that historic district designation and enforcement efforts can be a part of neighborhood community building and bottom-up revitalization.Featuring compelling narrative interviews alongside quantitative data, Preserving Neighborhoods is a nuanced mixed-methods study of an important local-level urban policy and its surprisingly varied consequences.

The European Neighbourhood Policy (ENP) was initially intended to create ‘a ring of friends surrounding the Union, from Morocco to Russia and the Black Sea’ (Prodi, 2002). Today, however, the ever-worsening security situation in the region clearly shows that the aim has not been achieved. With wars in Ukraine, Syria and Libya, the Union’s neighbourhood can therefore better be described as ‘a ring of fire’. Does this means that the policy has failed and that an alternative policy towards the EU’s neighbours is needed? Or should these developments be seen as temporary setbacks caused by external factors beyond EU control? By comparing the EU’s approach to its eastern and southern neighbours, this volume seeks to answer such overarching questions. The authors find that the EU still has a potential role to play in providing regional security, but that this role also risks being increasingly undermined if it does not increasingly take into account the broader geostrategic realities in both regions. .

This book looks both backward and forward with regard to the European Union’s political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU’s external frontiers. Is the EU committed to promoting integration in a ‘wider’ European space, or is a “fortress Europe” emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU’s external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border. A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.

EU external democracy promotion has traditionally been based on 'linkage', i.e. bottom-up support for democratic forces in third countries, and 'leverage', i.e. the top-down inducement of political elites towards democratic reforms through political conditionality. The advent of the European Neighbourhood Policy and new forms of association have introduced a new, third model of democracy promotion which rests in functional cooperation between administrations. This volume comparatively defines and assesses these three models of external democracy promotion in the EU's relations with its eastern and southern neighbours. It argues that while 'linkage' has hitherto failed to produce tangible outcomes, and the success of 'leverage' has basically been tied to an EU membership perspective, the 'governance' model of democracy promotion bears greater potential beyond the circle of candidate countries.This third approach, while not tackling the core institutions of the political system as such, but rather promoting transparency, accountability, and participation at the level of state administration, may turn out to remain the EU's most tangible form of democratic governance promotion in the future. The European Neighbourhood Policy is a key part of the foreign policy of the European Union (EU), through which the EU works with its southern and eastern neighbours with a view to furthering its interests and achieving the closest possible degree of political association and economic integration. The policy is underpinned by a set of values and principles that the EU seeks to promote.The European Neighbourhood Policy – Values and Principles carries out a legal analysis of the values and principles that form the basis for the European Neighbourhood Policy – respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights (including the rights of minorities), plus the principles of conditionality, differentiation and coherence.This collection explores the instruments that the EU has deployed under the European Neighbourhood Policy to spread its values and to achieve its interests. It assesses to what extent the EU has been (and is) consistent in upholding its values in its relations with neighbouring countries, and examines how these values have been received by these countries.
