Ces dernières années, de nombreux travaux en lien avec la modélisation des prix fonciers à l’aide de l’approche hédonique ont vu le jour au sein de l’Uliège. Cette approche plutôt intra-marché est appréhendée dans la plupart des cas à l’aide d’une régression linéaire simple ou multiple « classique » (moindres carrés ordinaires). Cependant, ce genre de modélisation n’est pas spécifiquement conçue dans le but de traiter des données à caractère hiérarchique comme les données à caractère spatiale. Or, les notions de hiérarchie « spatiale » et d’analyse multiscalaire sont omniprésentes en sciences géographiques. Une route fait par exemple partie d’un quartier qui, lui-même fait partie d’un secteur statistique, ce dernier étant inclus dans une ville, etc. Afin d’appréhender cette conception du milieu en tant que configuration hiérarchisée, plusieurs techniques statistiques existent dont la modélisation multiniveau, appelée également « modélisation hiérarchique (ou mixte) ». L’objet de réflexion de ce travail consiste en l’application d’une telle approche multiniveaux afin d’apporter des éléments de réponse quant aux problématiques liées au choix d’une unité d’analyse spatiale pertinente dans l’analyse liée à la formation des niveaux de prix fonciers. Sur base de données issues d’annonces Immoweb, nous tenterons donc de répondre à des questions du type : « A quelle échelle spatiale s’opèrent principalement les mécanismes d’offre-demande liés aux niveau de prix fonciers ? » ou encore : « quelle est l’échelle spatiale de traitement la mieux adaptée afin d’analyser la formation des prix fonciers en Wallonie ? Est-elle la même en Flandre ? ». Il ressort par exemple des résultats de ces modèles que la variable relative à la disponibilité foncière joue un rôle proportionnellement plus important en Flandre qu’en Wallonie. La réflexion issue de ce travail recherchera donc à fournir des éléments de réponse à ce type de question au lecteur, notamment grâce à l’analyse et la confrontation de résultats issus de modèles statistiques particuliers (ex : modèles hédoniques contextualisés, etc.)

3 the observation focus on aggregate or individual behaviours? Will the meth­ ods used to identify the relationships between the values measured be the same or totally different depending on the level of observation? Can several aggregation levels be used simultaneously? and so on. The social scientist will also need to address the issue of time: Will it be historical time, in which the events studied unfold, or, on the contrary, the time lived by the individual who experiences the events? Will the observation point be a precise moment of that "lived" time, in order to explain the behaviours occurring then by con­ ditions prevailing immediately beforehand? Or, on the contrary, will the ob­ servation span an individual's entire life, involving constantly changing conditions? These issues have been present from the very beginning of social­ science research. We shall address them throughout this volume, and try to find satisfactory solutions. The multilevel approach-which has recently gained ground-tackles the issues from a fresh angle. Within the framework of a single model, it seeks to achieve a synthesis connecting individuals to the society in which they live. For this purpose, it uses intermediate levels, which can vary from one science to another: for example, class and school, in education; the village, the town, and the region, in human geography; the family, the household, and the con­ tact circle, in demography.

"This book offers a new theory of federalism. The work critically discusses traditional federal theories and builds on theories that focus on the dynamics of federalism. The book offers a definition of federalism and federal organizations that encompass both new and old types of multi-tiered system. Unlike traditional federal theory, it is well-suited to research both multinational and mono-national systems. Also, it takes into account the complexity of these systems, with bodies of governance at the local, regional, national and supranational level. The book is divided in three parts. A first part outlines the contours of dynamic federalism, based on a critical overview of traditional federal theory. The second part develops comprehensive indexes to measure autonomy and cohesion of multi-tiered systems.
