The Marine Corps War College Strategy Primer not only provides students an overview of the elements of strategic logic but also introduces a cognitive model for developing and assessing strategy by leveraging innovative design methodologies and other critical and creative thinking approaches. In short, this primer aides in forging strategically minded warfighters who understand how the military instrument fits within a whole-of-government strategy. Only then can MCWAR’s historical case studies effectively teach the art and science of the ‘strategy bridge,’ nesting military options in support of policy ends in shared pursuit of a better peace.

Although the United States plays a leading role in the development of technology, particularly that used by militaries around the world, the U.S. military nonetheless continues to find itself struggling against lower-tech foes that conduct warfare on a different scale. Emerging technology is indeed available and is regularly employed in American counterinsurgency efforts; however, since it is also constantly in flux, strategies for its use must continually evolve to ensure that available resources are put to best use against disparate enemies. Just war theory focuses primarily on bodily harm, such as killing, maiming, and torture, while other harms are often largely overlooked. At the same time, contemporary international conflicts increasingly involve the use of unarmed tactics, employing 'softer' alternatives or supplements to kinetic power that have not been sufficiently addressed by the ethics of war or international law. Soft war tactics include cyber-warfare and economic sanctions, media warfare, and propaganda, as well as non-violent resistance as it plays out in civil disobedience, boycotts, and 'lawfare.' While the just war tradition has much to say about 'hard' war - bullets, bombs, and bayonets - it is virtually silent on the subject of 'soft' war. Soft War: The Ethics of Unarmed Conflict illuminates this neglected aspect of international conflict.

Based on extensive field work, this book analyzes how ISIS - a widely hated, massively outnumbered, and ludicrously outgunned organization - managed to occupy over 120 cities, towns, and villages from the Southern Philippines to Western Libya. Seeking to understand ISIS's combat effectiveness, Omar Ashour focuses on the military and tactical innovations of ISIS and their predecessors in Iraq, Syria, Libya, and Egypt. The author explains how their capacity to mix conventional military tactics with innovative guerrilla warfare and urban terrorism strategies allowed ISIS to expand and endure beyond expectations. This Ukrainian translation is supplemented by a special introduction on Russia's war against Ukraine and the ISIS tactics adoption by Russian troops (2014-2022).
