Aujourd’hui, dans notre société occidentale de plus en plus sécularisée, les églises sont trop souvent désertées et abandonnées malgré leur grande valeur patrimoniale, symbolique, architecturale et affective. La réaffectation de ces édifices religieux est alors une solution de plus en plus adoptée afin de sauvegarder et pérenniser cet héritage religieux et de le transmettre aux générations futures. L’axe de recherche de ce travail tourne principalement autour de l’aspect social de ces reconversions en étudiant l’approche participatif des communautés rurales dans le processus du projet. D’après des recherches statistiques, il est prouvé que malgré les taux de fréquentation des églises chutant, l’attachement symbolique et affectif pour l’édifice est toujours présent. Ce travail met en avant l’importance de la participation citoyenne pour les étapes de la réaffectation de leur église, mais souligne également la nécessité de l’évaluation du nouvel usage par celle-ci afin d’assurer l’avenir de l’édifice. Parfois trop négligé, nous nous rendrons comptes que l’intervention d’un architecte avec ses compétences, peut également servir de médiateur entre la communauté et les autorités publiques. Dans ce travail, des méthodologies et des théories seront étudiées et serviront d’appui afin d’analyser et de comparer 3 études de cas concrets de reconversion d’église. Les études de cas ont montré des degrés d’intervention de la communauté en fonction de différents critères, tels que le type de réaffectation, la participation d’un architecte, du financement et la pérennisation du projet. L’engouement de la population est d’autant plus fort lorsqu’un vécu concret nourrit encore la mémoire des habitants. Nous concluons en suggérant que les processus de reconversion pourraient être complétés par une systémisation de l’implication de la population à tous les moments du processus et particulièrement lors de l’évaluation et pérennisation du projet.

Yet, despite providing more opportunities for citizen deliberation and influence, this book asks, is the system actually democratic? To answer this question, Distributed Democracy advances an original analytical framework to guide an investigation of democracy and accountability relationships in complex policy making environments. Using an analytical framework in the context of health care governance in Ontario from 2004-2019, this book reveals that the popular criticisms of health care governance in Ontario are misplaced, and in fact, misrepresent other problems: the democratic system of local health care governance is often plagued by severed connections among the various layers of deliberation and policy-making.
