Explanation and Progress in Security Studies asks why Security Studies, as a central area of International Relations, has not experienced scientific progress in the way natural sciences have—and answers by arguing that the underlying reason is that scholars in Security Studies have advanced a range of different notions of "explanation" or different criteria of "explanatory superiority" to show that their positions are better than rival positions. To demonstrate this, the author engages in in-depth content analysis of the generally recognized exemplars of explanation and explanatory superiority in three of the core debates in the disciplines: Why do states pursue policies of nuclear proliferation? Why do states choose to form the alliances they do? And why do liberal democratic states behave the way they do toward other liberal democracies? The book reveals that authors in the debates that have shown the most progress use similar criteria in arguing for and against the key explanations. In the nuclear proliferation debate, there is wide divergence in the criteria the most visible authors use, and there is wide divergence in the explanations offered. In the alliance formation/balance-of-power debate, there is some overlap of criteria the most important authors use, and there has been some limited movement toward consensus. In the democratic peace debate there has been much more overlap of criteria the most prominent authors use, and there is agreement on both some positive and negative conclusions.

Crisis management has become a defining feature of contemporary governance. This book develops a framework for analysis, and a set of research strategies, to better understand the conditions and mechanisms involved in the considerable use of caveats by states contributing militarily to coalition operations. In the professional language of military servicemen, security analysts and decision-makers, “caveats” refers to the reservations on the use of force states put on their military contingents as a precondition to participate in particular multinational enforcement operations. Such understood caveats are an instrument of statecraft and foreign policy. However, caveats also are a potential threat to the integrity and military effectiveness of the coalition force in question, and, further down the road, an erosion on the fabric of security alliances. This volume is ideal for audiences interested in military and defence studies, security studies and coalition warfare. This book sheds light on the process in which the sub-state actor of Greenland has expanded its autonomy and strengthened its de jure participation in the national security of Denmark. By focusing on the case of the US Thule Air Base in Greenland, the largest military base in the Arctic, the authors endeavor to show that in the relationship between great powers, small countries and local actors within them, it is possible for local actors (sub-national entities) to have an influence on higher-level actors in the field of diplomacy on the national security level. For that purpose, the book examines political trends involving Greenland, Denmark, the US and Russia by using the multilateral multi-archive approach. The authors also take up the cases of Okinawa (Japan) and Olongapo (the Philippines) as reference points that provide additional insight into the interaction between the US policy regarding overseas military bases and the host countries’ polities. The competition involving political and economic interests of a number of countries in the Arctic region has been intensifying in recent years, causing significant concern in the international community. Due to the accelerated melting of sea ice and the increase in the accessibility of natural resources and water lanes, the security situation in the Arctic has been changing rapidly, and this book helps meet the need for understanding the political and military factors behind those changes.

Despite this being a period of generally heightened tensions between Russia and the West, cooperation on Arctic affairs has remained largely intact, with the exception of direct military-to-military cooperation in the region. This report examines potential transformations that could alter Russia's current cooperative stance there. It analyzes four current security challenges in the Arctic: increased maritime access because of climate change; increased interest in Arctic resources; upcoming decisions on claims set forward by several Arctic states regarding the limits of their continental shelf; and Russia's perception of a threat from the North Atlantic Treaty Organization (NATO) in the Arctic. This report suggests some ways in which these could undermine Arctic cooperation. It concludes with recommendations for the U.S. government to manage the risks to cooperation posed by these various factors. These include maintenance of, and investment in, Arctic infrastructure and capabilities; establishing a forum for the discussion of Arctic security as well as other confidence-building activities; careful development of the role of NATO in the Arctic; and further affirming U.S. commitment to the international norms relevant to the Arctic, particularly the United Nations Convention on the Law of the Sea (UNCLOS).
