Le ForInCIP, Forum International sur la Constitution et les Institutions Politiques, propose une réflexion sur les institutions politiques, de leurs règles de fonctionnement à leur mise en oeuvre politique, en adoptant une méthode de travail comparative, thématique et complémentaire. La méthodologie comparative se traduit par la dimension internationale du Forum, qui rassemble des spécialistes de nombreux pays, issus de systèmes et de cultures différents et diversifiés. Il se déroule annuellement autour d’un thème spécifique et d’actualité, relatif aux institutions. La complémentarité s’explique par l’intérêt d’associer une analyse scientifique des institutions, par des universitaires et un regard expérimenté des acteurs institutionnels, par les membres des institutions politiques. Le 1er Forum a eu lieu les 19 et 20 juin 2015, sur « L’opposition politique ». Ce thème permettait de dépasser la seule opposition parlementaire ou gouvernementale, en englobant toutes les modalités d’existence et d’expression qui relèvent de l’opposition, politiquement désignée. La reconnaissance de l’opposition politique est d’abord étudiée, cette dernière posant parfois des difficultés, qu’elles soient constitutionnelles ou culturellement liées à l’histoire politique et constitutionnelle. Ce sont ensuite les droits de l’opposition qui sont analysés, en ce qu’ils sont indispensables à la manifestation même de cette dernière : sans droits effectivement attribués, l’opposition ne saurait efficacement exister. Enfin, c’est à travers ces droits et cette action qu’elle peut évoluer : ce sont alors les mutations de l’opposition qui sont identifiées, c’est-à-dire les transformations dont elle a pu faire l’objet, du fait de ses propres choix ou de la conjoncture politique

Over the past five years, legislative studies have emerged as a field of inquiry in political science. Many political science associations, both national and international, have created standing sections on legislative studies. There has also been a proliferation of literature on legislatures and legislators. This book focuses on legislatures and how they matter, how they have adapted to changes such as globalization and judicialization, and how they have survived the transition to mass democracies. It examines the reasons why legislatures still exist despite accusations of anachronism, decline, irrelevance, and dysfunctionality, and how they have survived even when political parties suffer from a declining support base. The book also considers theoretical approaches in legislative studies, such as rational choice theory and the sociological approach, along with the role of debate and deliberation in legislatures, the major challenges of legislative interviews and legislative surveys, candidate selection and its implications for legislative politics, and the relationship between electoral systems and legislative behavior. Furthermore, it discusses the impact of legislative careers on legislative capacity, the internal organizational structure, and rules of legislative organization, bicameralism, and legislative committees, legislative agenda-setting and lawmaking, the how and why of political parties as well as coalitions of parties, and effects of legislatures on public finance.
