Abstract

This report contains the “Phase 2: Implementation of the Standard in Practice” review for Malta, as well as a revised version of the “Phase 1: Legal and Regulatory Framework review” already released for this jurisdiction. The Global Forum on Transparency and Exchange of Information for Tax Purposes is the multilateral framework within which work in the area of tax transparency and exchange of information is carried out by 120 jurisdictions, which participate in the Global Forum on an equal footing. The Global Forum is charged with in-depth monitoring and peer review of the implementation of the international standards of transparency and exchange of information for tax purposes. These standards are primarily reflected in the 2002 OECD Model Agreement on Exchange of Information on Tax Matters and its commentary, and in Article 26 of the OECD Model Tax Convention on Income and on Capital and its commentary as updated in 2004. The standards have also been incorporated into the UN Model Tax Convention. The standards provide for international exchange on request of foreseeably relevant information for the administration or enforcement of the domestic tax laws of a requesting party. Fishing expeditions are not authorised but all foreseeably relevant information must be provided, including bank information and information held by fiduciaries, regardless of the existence of a domestic tax interest or the application of a dual criminality standard. All members of the Global Forum, as well as jurisdictions identified by the Global Forum as relevant to its work, are being reviewed. This process is undertaken in two phases. Phase 1 reviews assess the quality of a jurisdiction’s legal and regulatory framework for the exchange of information, while Phase 2 reviews look at the practical implementation of that framework. Some Global Forum members are undergoing combined – Phase 1 and Phase 2 – reviews. The Global Forum has also put in place a process for supplementary reports to follow-up on recommendations, as well as for the ongoing monitoring of jurisdictions following the conclusion of a review. The ultimate goal is to help jurisdictions to effectively implement the international standards of transparency and exchange of information for tax purposes. All review reports are published once approved by the Global Forum and they thus represent agreed Global Forum reports. Abstract

The purpose of this volume is to present a snapshot of the state of the art of research on the languages of the Maltese islands, which include spoken Maltese, Maltese English and Maltese Sign Language. Malta is a tiny, but densely populated country, with over 422,000 inhabitants spread over only 316 square kilometers. It is a bilingual country, with Maltese and English enjoying the status of official languages. Maltese is a descendant of Arabic, but due to the history of the island, it has borrowed extensively from Sicilian, Italian and English. Furthermore, local dialects still coexist alongside the official standard language. The status of English as a second language dates back to British colonial rule, and just as in other former British colonies, a characteristic Maltese variety of English has developed. To these languages must be added Maltese Sign Language, which is the language of the Maltese Deaf community. This was recently recognised as Malta’s third official language by an act of Parliament in 2016.

Abstract

The world premiere of the musical stage play _Star of Strait Street_ took place in Valletta on 4 April 2017. It celebrates the life of Christina Ratcliffe, an English singer and dancer who became an aircraft plotter in Malta in the Second World War. She worked in the underground Royal Air Force operational headquarters beneath Lascaris Bastion in Valletta.This is Christina's story and that of other British and Maltese girls employed by the RAF. It is also the story of Philip Glassborow's hit musical _Star of Strait Street_.In June 1942 fifty-three female civilian plotters worked at Lascaris, some as young as fourteen. Six including Christina were decorated for gallantry. What they did, how they lived and how some of them died is told in part using their own words. Their descriptions of life beneath the most intensive, prolonged bombing the world has ever seen are extraordinary and rare: female perspectives at the heart of military conflict.Described in the _Times of Malta_ in 1942 as 'Christina of George Cross Island', she herself said Malta 'is carved on my heart'. For years after the Second World War in small corner cafés and bars that are such a feature of Malta's towns and villages, people talked about a remarkable RAF photo-recce pilot called Warby and his stunning companion Christina, a true heroine, they said. Yet she died alone and unnoticed and was buried in a shared grave.Now the memory of what she and the _LADIES OF LASCARIS_ achieved has been brought back to life for a well-deserved encore in writing and on the stage.
