Institutions are failing in many areas of contemporary politics, not least of which concerns climate change. However, remedying such problems is not straightforward. Pursuing institutional improvement is an intensely political process, playing out over extended timeframes, and intricately tied to existing setups. Such activities are open-ended, and outcomes are often provisional and indeterminate. The question of institutional improvement, therefore, centers on understanding how institutions are (re)made within complex settings. This Element develops an original analytical foundation for studying institutional remaking and its political dynamics. It explains how institutional remaking can be observed and provides a typology comprising five areas of institutional production involved in institutional remaking (Novelty, Uptake, Dismantling, Stability, Interplay). This opens up a new research agenda on the politics of responding to institutional breakdown, and brings sustainability scholarship into closer dialogue with scholarship on processes of institutional change and development. The overall objective of the study is to explore the current effectiveness of certification and verification schemes in Southeast Asia to strengthen the legality and sustainability of future forest management, wood processing and related trade. It analyzes how the linkages among credible certification and verification schemes and the enforcement of forest laws can be strengthened in Southeast Asia. The analysis will in particular focus on five case study countries, which are important producer or wood processing hubs in the region: Indonesia, Lao PDR, Malaysia, Thailand and Vietnam. In particular, the study assesses the status and perceived credibility of certification and verification schemes in Southeast Asia and illustrates the extent to which they offer proof of compliance with national laws and regulations. The analysis also explores the potential impact certification could have on facilitating law enforcement and influencing market practices and sector governance. Finally, it illustrates the potential role certification could play in determining a company's qualifications with financial institutions and, hence, its access to finance.

Theoretical accounts of compliance with court orders emphasize the importance of transparency. Most empirical studies of compliance center on high profile political cases, largely ignoring the high-volume, quotidian claims against the state for basic services that constitute the largest share of court dockets in many jurisdictions. This paper uses a unique dataset on compliance with orders from the Constitutional Chamber of the Supreme Court of Costa Rica to examine the determinants of compliance in low salience cases. It finds that orders issued just after the Court announced, in a press conference, that it was monitoring compliance were implemented roughly two months sooner than orders issued just prior to the press conference. These findings suggest that publicity can motivate compliance even in low salience cases.

A number of countries around the world have in recent years implemented environmental performance rating and public disclosure programs, and, where evidence is available, these programs have been shown to induce pollution reduction. Based on previous research and practical experiences from several Asian countries, this paper provides a systematic review and discussion of the practical issues involved in designing and implementing environmental performance rating and public disclosure programs, including the legal and institutional framework, scope and coverage determination, performance rating methodology, data collection and verification, disclosure strategy, credibility assurance, program set-up and expansion, et cetera The authors offer comments and recommendations, where appropriate, for environmental regulators to tackle these practical issues. The reviews and discussions are intended to be concise, simple, and systematic, and alternative options are discussed in a succinct manner, so that they can be readily used by interested environmental regulators and researchers.

The evolution of sustainable finance to mainstream finance has been motivated by a growing demand for the financial sector to play a greater role in the transformation of the current economic model into a more sustainable one. The introduction of the United Nation's (UN) Sustainable Development Goals and the Paris Agreement on climate change in 2015 have helped galvanize a societal shift to ensure a sustainable future and to fight climate change in particular. As a result, the pace of environmental, social, and governance (ESG) integration, which has become the most prevalent form of sustainable finance, has accelerated in recent years. Market participants continue to grapple with adapting the ESG framework to the sovereign context, despite significant progress of ESG integration in the corporate bond and equity asset class. This challenge is due to the multifaceted nature of ESG-related issues facing governments in relation to corporate entities, as well as a more complex transmission mechanism of the sovereign debt asset class to sustainable outcomes in the real economy. This paper demystifies sovereign ESG as a distinct segment of the ESG sector by assessing the major sovereign ESG providers that have laid the foundation for the operationalization of ESG investing in sovereign fixed income markets.

Afghanistan has been in conflict and internal turmoil since the early 1970s, which has resulted in loss of life, insecurity, ethnic division, and wide-spread damage to the environment and natural resources. As citizens of one of the poorest nations in the world with an increasing poverty level that reached 55 percent in 2016-2017, 80 percent of Afghans depend on natural resources for their daily subsistence. Fodder for livestock, fuel wood for heating and cooking, water for agriculture and consumption, medicinal plants and wildlife provide scarce means for survival and limited trade. The government of Afghanistan is giving agriculture and natural resource management utmost priority for development. Current policies link natural resources management to private sector development, justice sector reform (land administration), agriculture development, mineral and resource development, and human capital development programs. This World Bank paper that highlights the importance of the rangelands and forest resources for the country's sustainable development. The paper explains the status and role of rangelands and forest resources for the country's mostly rural population. It describes the importance of the sector for boosting agricultural productivity, addressing climate change and weather- related natural disasters, and contributing to rural jobs creation. It further offers some recommendations on how to revitalize the natural resources management sector that is critically important in the context of rural development and Afghanistan's economy, and is yet often overlooked and broadly neglected.

Mangroves and other coastal ecosystems act as natural defenses that protect people and property from storms, floods, erosion, and other coastal hazards, reducing coastal risk. Mangroves protect coastlines by decreasing the risk of flooding and erosion. The roots of mangroves retain sediments and prevent erosion, while the prop roots, trunks and canopy reduce the force of incoming wind and waves and reduce flooding. The Philippines has lost hundreds of thousands of hectares of mangroves in the last century. When mangroves are degraded or destroyed, the coast line becomes more exposed to the destructive impacts of waves and storm surge, and coastal communities have greater risks from the impacts of storms, floods, and sea level rise. The Philippines is at high risk from coastal hazards and natural defenses can help reduce these risks. This Technical Report, and its accompanying Policy Brief, provide a social and economic valuation of the flood protection benefits from mangroves in the Philippines. This work aims to support decisions across development, aid, risk reduction and conservation sectors as they seek to identify sustainable and cost-effective approaches for risk reduction. This Technical Report applies the Expected Damage Function approach recommended by the World Bank to quantify the risk reduction benefits from mangroves in the Philippines. Using high-resolution flooding models, the Report examines the flooding that would occur with and without mangroves under different storm conditions throughout the Philippines, and estimates the annual expected benefits of mangroves for protecting people and property in social and economic terms.

Research on the determinants of collective action in the commons generally focuses on interest-group heterogeneity, implicitly assuming that groups perceive the same problems but have different priorities. This paper changes the focus to the role played by perceptions themselves. Within localities, collective action may be easier if elite and non-elite households have similar perceptions of environmental problems. Regionally, collective action may be aided by common perceptions among local elites who communicate across village lines. This paper uses regression analysis to explore variations in environmental perceptions across classes and localities, using new survey data from the Indian Sundarbans. The paper finds that perceptions vary significantly across localities. Within localities, perceptions among elite households vary significantly more than perceptions among non-elite households. The results therefore favor locally-oriented collective action in the region, along with local governance that promotes non-elite participation.

Based on an interdisciplinary investigation of future visions, scenarios, and case-studies of low carbon innovation taking place across economic domains, Decarbonising Economies analyses the ways in which questions of agency, power, geography and materiality shape the conditions of possibility for a low carbon future. It explores how and why the challenge of changing our economies are variously ascribed to a lack of finance, a lack of technology, a lack of policy and a lack of public engagement, and shows how the realities constraining change are more fundamentally tied to the inertia of our existing high carbon society and limited visions for what a future low carbon world might become. Through showcasing the first seeds of innovation seeking to enable transformative change, Decarbonising Economies will also chart a course for future research and policy action towards our climate goals.
