Abstract

This book contributes new perspectives from the Global South on the ways in which linguistic and discursive boundaries shape inequalities in educational contexts, ranging from Amazonian missions to Mongolian universities. Through critical ethnographic and sociolinguistic analysis, the chapters explore how such boundaries contribute to the geopolitics of colonialism, capitalism and myriad, interwoven, forms of social life that structure both oppression and resistance. Boundaries are examined across time and space as relational constructs that mark the terms upon which admission to groups, institutions, territories, or practices are granted. The studies further present alternative educational approaches that demonstrate the potential for agency and transgression, highlighting moments of boundary crossing that disrupt existing linguistic ideologies, language policies and curriculum structures.

Abstract

Inequality in Latin America is very large and there is a great desire for greater social justice, inclusion and equal opportunities. In order to contribute to the understanding of such developments, this volume addresses the problem of economic inequality in Paraguay, Honduras and Chile. The studies show from different angles how an adverse family background has permanent negative effects on employment, wages and labour mobility, particularly in the presence of structural economic changes. In general, this book is a contribution to understand why inequality is highly persistent in Latin America

Life chances today are increasingly determined by school, vocational, university and further education. The author examines the permeability between vocational and higher education - an important prerequisite for enabling participation in education and society - in comparison between Germany and France. The focus is on stability and change at the institutional level and the influence of European educational processes since the end of the 1990s as well as their re-/productive significance in relation to social educational inequalities. Awarded the Young Investigators' Prize for Sociology of Education by the Education Section of the German Society for Sociology.

Abstract

Il a longtemps été considéré que l’échelle nationale était la seule compatible avec les objectifs d’égalité du système éducatif en France. Cette « indifférence » de l’école envers ses territoires est remise en cause depuis quarante ans. Les recherches sociologiques ont d’une part montré que l’uniformité nationale formelle pouvait s’accommoder de larges inégalités réelles de traitement des élèves. La décentralisation et les politiques d’éducation prioritaire initiées dans les années 1980 ont d’autre part amendé le pilotage strictement national de l’éducation. Ce débat est toujours d’actualité, comme le montrent par exemple le lancement de « cités éducatives » dans l’enseignement scolaire ou la différenciation des métropoles universitaires par les « politiques d’excellence ». Faut-il approfondir la diversité territoriale ou maintenir en priorité le cadre national ? Les tensions sont toujours présentes dès qu’il s’agit d’imaginer des décisions éducatives qui prennent leur source autant au niveau local qu’au niveau national. Afin de dresser un bilan des savoirs sur ces questions, ce huitième opus des Entretiens Ferdinand Buisson rassemble des chercheurs spécialistes de la relation entre l’éducation et ses territoires, de l’école rurale à l’université, ainsi que des responsables éducatifs, au niveau national et local, qui se sont particulièrement investis dans la dimension territoriale de l’éducation. Abstract

This paper proposes two related measures of educational inequality: one for educational achievement and another for educational opportunity. The former is the simple variance (or standard deviation) of test scores. Its selection is informed by consideration of two measurement issues that have typically been overlooked in the literature: the implications of the standardization of test scores for inequality indices, and the possible sample selection biases arising from the Program of International Student Assessment (PISA) sampling frame. The measure of inequality of educational opportunity is given by the share of the variance in test scores that is explained by pre-determined circumstances. Both measures are computed for the 57 countries in which PISA surveys were conducted in 2006. Inequality of opportunity accounts for up to 35 percent of all disparities in educational achievement. It is greater in (most of) continental Europe and Latin America than in Asia, Scandinavia, and North America. It is uncorrelated with average educational achievement and only weakly negatively correlated with per capita gross domestic product. It correlates negatively with the share of spending in primary schooling, and positively with tracking in secondary schools.

Abstract

The paper examines the levels and trends in access to education and educational outcomes across generations of Egyptian youth. Examination of three cohorts of individuals aged 21 to 24 (born between 1964 and 1967, 1974 and 1977, and 1982 and 1985) shows that access to education has substantially improved during the last three decades. Completion rates increased by more than 60 percent at the preparatory level and 70 percent at the secondary level and the college completion rate more than doubled. However, significant inequities remain in access to education and educational outcomes. The fraction of never enrolled among the cohorts is still large, affecting more girls than boys, more rural than urban areas, and more children of parents with lower level of education and in elementary occupations, such as subsistence agriculture. The analysis of test-scores from the Trends in International Mathematics and Science Study (TIMSS) and national examinations shows that more than a quarter of learning outcome inequality is attributable to circumstances beyond the control of a student, such as parental education, socioeconomic background and place of birth. In Egypt, inequality of opportunity in learning outcomes emerges early and builds up progressively throughout the education levels. Access to higher education continues to remain significantly lower for children from rural areas and for those whose parents have a low level of education or are engaged in elementary occupations. Tracking into vocational and general secondary schools, which depends on a high-stakes national examination, and high and unequal levels of household expenditures in private tutoring substantially contribute to unequal learning outcomes.
