Abstract

How can small cities make an impact in a globalizing world dominated by ‘world cities’ and urban development strategies aimed at increasing agglomeration? This book addresses the challenges of smaller cities trying to put themselves on the map, attract resources and initiate development. Placemaking has become an important tool for driving urban development that is sensitive to the needs of communities. This volume examines the development of creative placemaking practices that can help to link small cities to external networks, stimulate collaboration and help them make the most of the opportunities presented by the knowledge economy. The authors argue that the adoption of more strategic, holistic placemaking strategies that engage all stakeholders can be a successful alternative to copying bigger places. Drawing on a range of examples from around the world, they analyse small city development strategies and identify key success factors. This book focuses on the case of ‘s-Hertogenbosch, a small Dutch city that used cultural programming to link itself to global networks and stimulate economic, cultural, social and creative development. It advocates the use of cultural programming strategies as a more flexible alternative to traditional top-down planning approaches and as a means of avoiding copying the big city.

Abstract

In order to achieve zero net emissions to limit the effects of climate change, a key sector that need decarbonising is transport. One idea is to use hydrogen-powered technologies. For example, Coexpair, a company specialised in composite materials, is interested in developing hydrogen tanks made of composite materials for the automotive and aeronautical sectors. To develop such a tank, it is important to have an idea of the certification process to be followed. It is essential to know the regulatory framework for the certification of hydrogen tanks. The lack of knowledge of the regulatory framework and the difficulty in navigating the regulations, codes and standards (RCS) is a significant barrier to market entry and the development of tank supply chains. Thus, in order to gain knowledge of the regulatory framework that applies to gaseous and liquid hydrogen tanks, a study on the certification process was performed. This study starts with the compilation of the different RCS that apply to both types of tanks. It continues with the compilation of the compliance and risk matrices for both tanks. The study then outlines the development plan for each tank and the associated development schedule. It concludes with the budget forecast estimates for developing the full-size gaseous and liquid hydrogen tanks to an approved prototype design. This report also proposes a general tank approval process for Type 5 hydrogen containers for the automotive sector and liquid hydrogen containers for the aeronautical sector.

Abstract

Uzbekistan has one of the lowest rates of internal migration in the world, leading to persistent economic imbalances. Drawing from a unique monthly panel survey called Listening to the Citizens of Uzbekistan and a survey experiment, this paper focuses on two factors that prevent domestic mobility: (i) restrictive propiska registration policies, and (ii) the exceptionally high cost of urban housing. Registration rules prohibit migration to urban centers, and urban housing costs push up the cost of living to as much as 550 percent of the national average, levels severely unaffordable for almost all rural residents. But the proposed government reforms in 2019 to address these challenges are very popular. The results show that about 90 percent of people support lifting all registration restrictions and over 80 percent favor increasing urban housing construction. The results of the experiment show that reform popularity increases when propiska rules and housing costs are referenced in randomly assigned vignettes. However, views may also be sensitive to perceptions of fairness. Recent high-profile involuntary demolitions coincided with a doubling of the share responding that policies are unfair. The increase was further associated with declining optimism and lower support for the wider government national development program, beyond urbanization issues.
