Ensuring environmental integrity is recognized as an important goal under Article 6. This paper examines factors that affect environmental integrity under Article 6 of the Paris Agreement, and identifies practical approaches for implementing the concept based on lessons learned from the World Bank's pilot activities and feedback from stakeholders in pilot countries. The starting point is the commonly accepted definition that environmental integrity is ensured as long as global greenhouse gas (GHG) emissions do not increase as a result of transfers of mitigation outcomes (MOs) (when compared to the scenario where such transfers did not take place). Under the Kyoto protocol, not all countries had mitigation obligations. In contrast, the Paris Agreement requires all countries to voluntarily adopt individual targets, articulated in their nationally determined contribution (NDC). This effectively introduces a national commitment or emissions cap for the entire economy or for the sectors covered by the NDC. This means that the transfer of MOs will affect the host country's ability to achieve its own NDC if decisions related to such transfers do not take into account the need for corresponding adjustments and the opportunity cost of making such adjustments. In this context, ensuring environmental integrity - transferring MOs without affecting the country's ability to meet its NDC and ensuring that such transfers do not lead to an increase in global GHG emissions - requires the assessment of two aspects: (1) stringency of NDC compared to business as usual (BAU): whether the country's emissions cap or NDC is stringent enough and its targeted GHG emissions are not higher than what will be expected under business as usual (BAU) conditions; and (2) unit quality: whether the volume of transferred MOs generated from a mitigation activity is accurately calculated by setting a stringent or conservative baseline.

The evaluation exercise focuses on three themes that cut across strategies and project designs during FY07-16: mobility for all (including the poor, women, and persons with disabilities), sustainable service delivery, and institutional development. In spite of the pressing need arising from rapid urbanization, Africa has a declining urban transport portfolio that in the second half of the review period (FY12-06) focused increasingly on urban roads. Upper-middle-income countries represent 43 percent of the evaluation portfolio commitments.Overall, the World Bank Group has been effective in supporting improved service quality and increased access, but approaches based on increasing infrastructure capacity are not balanced with approaches based on demand management. Among disadvantaged groups the poor received the most support. Much less attention was paid to the special needs of women and disabled persons.Affordability of urban transport services is rarely analyzed in the World Bank Group's projects, with unknown impact on the mobility of the disadvantaged. Financial sustainability remains a challenge for the provision of public transport services. Financing gaps between revenues and operation and maintenance costs are common. The World Bank is often optimistic in appraising the costs, timing, and financial viability of mass transit projects.Efforts to engage the private sector to achieve operational efficiencies and improved financing seldom combine the policy and institutional strengths of the World Bank with transactional strengths of the International Finance Corporation and the Multilateral Investment Guarantee Agency.The World Bank Group has achieved localized environmental mitigation benefits along key urban transit corridors or systems, but broader environmental benefits could be still be achieved by using a comprehensive approach that combines upstream (policy and sector framework) and downstream (operational) measures.Weak institutional capacity and coordination remains a critical challenge in the urban transport sector. Institutional development support is a part of 80 percent of World Bank Group projects, yet these often focus on a single local body during a one-time project. Longer-term and more ambitious institutional reform engagements occurred in only a few cities.The World Bank Group's contribution to urban transport development goes beyond projects. Investments often provide a platform for the World Bank Group to offer guidance, training, technical assistance, and learning throughout the project cycle, South-South learning and exchange, and good practices for demonstration to sector stakeholders and further adoption.

Access to energy and economic development go hand in hand. Improving electricity supply and distribution boosts economic growth, creates jobs, and expands the reach of educational and health services. It can also empower women, providing income-generating opportunities and enabling them to spend their time more productively. Unfortunately, more than 589 million people in Sub-Saharan Africa (SSA) live without access to electricity: only 35 percent of the population in SSA has access, compared with 96 and 78 percent in East Asia Pacific and South Asia, respectively. For most Africans, electric power is inaccessible, unaffordable, or unreliable. The lack of both quality energy services and access to modern sources of fuel, such as natural gas, liquefied petroleum gas (LPG), diesel, and biofuels, traps them in a world of poverty. The World Bank Group's engagement in the energy sector is designed to help client countries secure the affordable, reliable, and sustainable energy supply needed to end extreme poverty and promote shared prosperity. The Bank's approach mirrors the objectives of the Sustainable Energy for All (SE4All) initiative, achieving universal access, accelerating improvements in energy efficiency, and doubling the global share of renewable energy by 2030. The Bank recognizes that each country determines its own path for achieving its energy aspirations: each country's sustainable energy transition involves a unique mix of opportunities and challenges, prompting different emphases on access, efficiency and renewable.

Ambient air pollution (AAP) is a serious global health problem that accounts for an estimated 4.2 million premature deaths worldwide per year. People in Eastern Europe and the Western Balkans are frequently exposed to air pollution levels above those considered safe, particularly in the winter. The increased exposure to air pollution and its linkage to higher prevalence of lung, respiratory, or chronic obstructive pulmonary disease (COPD) is also likely to increase the vulnerability of the affected population to the currently emerging COVID19 pandemic. In the Western Balkans, the residential sector is the largest source of harmful PM2.5 emissions. While not yet the dominant source of air pollution in the Western Balkans, transport-based emissions are gaining in prominence and in contrast to heating represent a year-round growing environmental challenge. The EU accession process provides an incentive to improve air quality in the Western Balkans by adapting legislation and learning from the experience of other EU countries. In addition to strengthening the legal and policy framework for air quality management (AQM) at the national level, it is important to develop subnational solutions, particularly for urban pollution hot spots. By acting on air pollution reduction, countries prepare the grounds for the long-term transition to a low-carbon economy and climate change mitigation, yet the synergies and trade-offs have to be carefully evaluated and understood.

This paper is a collaboration between the World Bank's Transport Global Practice, the World Bank's Energy Sector Management Assistance Program (ESMAP) and the International Association of Public Transport (UITP) to assemble evidence, viewpoints, and analysis on eMobility programs. The objective is to contribute towards helping governments design and implement electric mobility programs that are effective at achieving their intended development aims across climate, economic, fiscal, technical, institutional, and policy dimensions. There is a clear global interest in electric mobility and demand for sharing experiences between countries of all income levels.

Air pollution has major health impacts on people living in Ulaanbaatar. The excessively high particulate matter concentrations, especially in the winter and in the ger areas, increase the incidence of heart and lung diseases, and lead to premature deaths. Improving air quality management in Ulaanbaatar and reducing pollution concentrations would prevent illnesses, save lives and avoid enormous health costs. The implementation of the Air Monitoring and Health Impact Baseline (AMHIB) study has brought together Mongolian and international air quality experts as well as public health experts and economists who have taken an synergetic approach of linking public health, air quality and economic issues. This report builds upon the discussion paper air pollution in Ulaanbaatar: initial assessment of current situation and effects of abatement measures that was published in December 2009, and reflects the final results and recommendations from the AMHIB project.

In urban areas around the world, increasing motorization and growing travel demand make the urban transportation sector an ever-greater contributor to local air pollution and greenhouse gas emissions. The situation is particularly acute in developing countries, where growing metropolitan regions suffer some of the world's highest levels of air pollution. Policies that seek to develop and manage this transportation sector-to meet rising demand linked to economic growth and safeguard the environment and human health-have had strikingly different results, with some inadvertently exacerbating the traffic and pollution they seek to mitigate. This paper provides an overview of the findings of the recent literature on the impacts of a host of urban transportation policies used in developed and developing country settings. The paper identifies research challenges and future areas of study of transportation policies, which can have important, long-lasting impacts on urban life and global climate change.
