When President Barack Obama announced the assassination of Osama bin Laden, many Americans hoped the killing of al-Qaida's leader would sound the death knell for the organization. Since 9/11, killing and capturing terrorist leaders has been a central element in U.S. counterterrorism strategy. This practice, known as leadership decapitation, is based on the logic that removing key figures will disrupt the organization and contribute to its ultimate failure. Yet many scholars have argued that targeted killings are ineffective or counterproductive, questioning whether taking out a terror network's leaders causes more problems than it solves.In Targeting Top Terrorists, Bryan C. Price offers a rich, data-driven examination of leadership decapitation tactics, providing theoretical and empirical explanations of the conditions under which they can be successful. Analyzing hundreds of cases of leadership turnover from over two hundred terrorist groups, Price demonstrates that although the tactic may result in short-term negative side effects, the loss of top leaders significantly reduces terror groups' life spans. The internet offers tremendous opportunities for violent extremists across the ideological spectrum and at a global level. In addition to propaganda, digital technologies have transformed the dynamics of radical mobilisation, recruitment and participation. Even though the jihadist threat has seemingly declined in the West, the danger exists of the internet being an environment where radical messages can survive and even prosper. The attacks of 9/11 kickstarted the development of a pervasive and durable transnational counter-terrorism order. This has evolved into a vast institutional architecture with direct effects on domestic law around the world and a number of impacts on everyday life that are often poorly understood. States found, fund and lead institutions inside and outside the United Nations that develop and consolidate transnational counter-terrorism through hard and soft law, strategies, capacity building and counter-terrorism 'products'. These institutions and laws underpin the expansion of counter-terrorism, so that new fields of activity get drawn into it, and others are securitised through their reframing as counter-terrorism and 'preventing and countering extremism'. Drawing on insights from law, international relations, political science and security studies, this book demonstrates the international, regional, national and personal impacts of this institutional and legal order.
