Abstract

The world of insurance has entered a new era : the era of digital and new technologies. For many people, a new disruptive wave will hit the insurance industry hard and transform up to 80% of the current business activities in the coming years.&#13;Ethias, Belgium's 3rd largest insurer, has distinguished itself since the beginning of his history by his willingness and ability to innovate sustainably. Even today, the company still wants to better prepare the future for this major transformation of tomorrow's world. According to a large-scale study on the needs of policyholders in Belgium, it appears that many of them no longer trust their insurer. Lack of transparency, long and complex refund procedures, inappropriate premiums are the most frequent elements of discontent expressed by the insurees. For this reason, Ethias has decided to undertake a broad reflection on on-demand insurance. Some people claim that this is the insurance of the future, the one that will best meet the needs of policyholders and adapt the premium to the profile of each of them.&#13;The project began after an exhaustive understanding of the company's operations and the identification of the many stakes associated with such a project. A Benchmark enabled to segment the on-demand insurance market and to select the concepts with the most value for the client and for Ethias. As a result of a design thinking workshop held with several stakeholders, four concepts were tested qualitatively and quantitatively directly by Belgian policyholders. The concept of car insurance per kilometer has emerged as the most promising in terms of desirability, feasibility and viability. The strategic reflection has been carried on with the construction of the business model and the business plan for car insurance per kilometer. &#13;The results of this broad study will be of particular interest to Ethias both in his current reflection on new products and for the themes identified for 2021 (motorcycle on demand with the total loss component). Faced with ecological and social challenges of society, purely financial aspects are no longer sufficient in the long-term management of a company. The biggest challenge for Ethias will be to move from a “culture of knowledge” to a “culture of learning”. Shall car insurance per kilometer act as a catalyst for this culture change? Le monde des assurances est entré dans une nouvelle ère : l’ère du digital et des nouvelles technologies. Beaucoup prédisent qu’une nouvelle vague disruptive va toucher de plein fouet le secteur assurantiel et transformer jusqu’à 80% des activités actuelles dans les prochaines années.&#13;Ethias, 3ème assureur en Belgique, se distingue depuis le début de son histoire par son envie et sa capacité d’innover durablement. Aujourd’hui encore, la compagnie souhaite davantage préparer le futur face à cette transformation profonde du monde de demain. Suite à une étude menée à grande échelle sur les besoins des assurés en Belgique, il apparaît que nombreux sont aujourd’hui ceux qui ne font plus confiance à leur assureur. Manque de transparence, procédures de remboursement longues et complexes, primes inadaptées au profil de chacun sont les éléments d’insatisfaction les plus récurrents. C’est pourquoi Ethias a décidé de mener une large réflexion sur l’assurance à la demande. Certains affirment qu’elle est l’assurance de demain, celle qui répondra le mieux aux besoins des assurés et qui adaptera la prime en fonction du profil de chacun d’entre eux.&#13;Le projet a débuté après une compréhension exhaustive du fonctionnement de la compagnie et l’identification des nombreux enjeux liés à un tel projet. Un Benchmark a permis de segmenter le marché des assurances à la demande et de sélectionner les concepts ayant le plus de valeur pour le client et pour Ethias. Suite à un workshop de design thinking organisé avec plusieurs acteurs, quatre concepts ont pu être testés de manière qualitative et quantitative directement auprès d’assurés belges. Le concept d’assurance auto au kilomètre semble être le plus favorable en termes de désirabilité, faisabilité et viabilité. La réflexion stratégique s’est poursuivie avec la construction du business modèle et du business plan de l’assurance auto au kilomètre. &#13;Les résultats de cette large étude seront particulièrement intéressants pour Ethias tant dans sa réflexion actuelle quant aux nouveaux produits que pour des thématiques identifiées pour 2021 (moto à la demande avec le volet perte totale). Face aux enjeux écologiques et sociaux de la société, les aspects purement financiers ne suffisent plus dans la gestion à long terme d’une entreprise. Le plus grand challenge pour Ethias sera de passer d’une “culture du savoir” à une “culture de l'apprentissage”. L’assurance auto au kilomètre doit-elle servir de catalyseur à ce changement de culture ?

This article investigates the use of expert-based Marginal Abatement Cost Curves (MACC) to design abatement strategies. It shows that introducing inertia, in the form of the "cost in time" of available options, changes significantly the message from MACCs. With an abatement objective in cumulative emissions (e.g., emitting less than 200 GtCO2 in the 2000-2050 period), it makes sense to implement some of the more expensive options before the potential of the cheapest ones has been exhausted. With abatement targets expressed in terms of emissions at one point in time (e.g., reducing emissions by 20 percent in 2020), it can even be preferable to start with the implementation of the most expensive options if their potential is high and their inertia significant. Also, the best strategy to reach a short-term target is different depending on whether this target is the ultimate objective or there is a longer-term target. The best way to achieve Europe's goal of 20 percent reduction in emissions by 2020 is different if this objective is the ultimate objective or if it is only a milestone in a trajectory toward a 75 percent reduction in 2050. The cheapest options may be sufficient to reach the 2020 target but could create a carbon-intensive lock-in and preclude deeper emission reductions by 2050. These results show that in a world without perfect foresight and perfect credibility of the long-term carbon-price signal, a unique carbon price in all sectors is not the most efficient approach. Sectoral objectives, such as Europe's 20 percent renewable energy target in Europe, fuel-economy standards in the auto industry, or changes in urban planning, building norms and infrastructure design are a critical part of an efficient mitigation policy.

Abstract

This paper investigates the optimal timing of greenhouse gas abatement efforts in a multi-sectoral model with economic inertia, each sector having a limited abatement potential. It defines economic inertia as the conjunction of technical inertia - a social planner chooses investment on persistent abating activities, as opposed to choosing abatement at each time period independently - and increasing marginal investment costs in abating activities. It shows that in the presence of economic inertia, optimal abatement efforts (in dollars per ton) are bell-shaped and trigger a transition toward a low-carbon economy. The authors prove that optimal marginal abatement costs should differ across sectors: they depend on the global carbon price, but also on sector-specific shadow costs of the sectoral abatement potential. The paper discusses the impact of the convexity of abatement investment costs: more rigid sectors are represented with more convex cost functions and should invest more in early abatement. The conclusion is that overlapping mitigation policies should not be discarded based on the argument that they set different marginal costs ('"different carbon prices"') in different sectors.
