Abstract

Building Effective Crisis Communications for Disaster Recovery: A Case of Earthquake Reconstruction and Rehabilitation in Sichuan, China reviews and evaluates public relations (PR) campaigns launched by the Chinese government to facilitate long-term disaster recovery after the Wenchuan earthquake in 2008. The Discourse of Renewal (DR) theory is employed to guide the study and explore how the Chinese government utilized communication to help communities recover from disaster and promote community growth. Steered by the co-creational perspective, this book also examines the influence of PR campaigns on the public's situation awareness, attitude agreement, perceived care and concern, and ultimately the public's relationship with the Chinese government in renewal. In addition to developing and testing a DR evaluation model, this study investigates the communication obstacles that constrain the effectiveness of DR. In-depth interviews, content analysis, and surveys are conducted to analyze the themes, characteristics, effectiveness, and barriers of the campaigns. The findings of Building Effective Crisis Communications for Disaster Recovery include that (1) DR theory, which has heretofore been developed and applied mainly in Western culture, can inform the study of crisis communication in an Eastern culture, especially in China, (2) DR employed in government campaigns can be very powerful in achieving PR goals in crisis renewal, and (3) imbalanced deployment of campaign resources can affect the outcome of DR. This book also discusses the implications of utilizing these findings to better plan and implement long-term DR campaigns. Abstract

The 2008 Sichuan earthquake killed 87,000 people and left 5 million homeless. In response to the devastation, an unprecedented wave of volunteers and civic associations streamed into Sichuan to offer help. The Politics of Compassion examines how civically engaged citizens acted on the ground, how they understood the meaning of their actions, and how the political climate shaped their actions and understandings. Using extensive data from interviews, observations, and textual materials, Bin Xu shows that the large-scale civic engagement was not just a natural outpouring of compassion, but also a complex social process, both enabled and constrained by the authoritarian political context. While volunteers expressed their sympathy toward the affected people's suffering, many avoided explicitly talking about the causes of the suffering—particularly in the case of the collapse of thousands of schools. Xu shows that this silence and apathy is explained by a general inability to discuss politically sensitive issues while living in a repressive state. This book is a powerful account of how the widespread death and suffering caused by the earthquake illuminates the moral-political dilemma faced by Chinese citizens and provides a window into the world of civic engagement in contemporary China.

"The Wenchuan Earthquake of 2008: An anatomy of disaster" gives a detailed account of the damage, seismology and tectonics of the event and discusses earthquake prediction, seismic hazard and risk management, the creation and implementation of building codes, and new practices used in rescue, relief and reconstruction. "In Shaken Authority, Christian P. Sorace examines the political mechanisms at work in the aftermath of the 2008 Sichuan earthquake and the broader ideological energies that drove them. Sorace takes Communist Party ideas and discourse as central to how that organization formulates policies, defines legitimacy, and exerts its power. Sorace also demonstrates how the Communist Party's planning apparatus continues to play a crucial role in engineering China's economy and market construction, especially in the countryside. The three case studies he presents each demonstrate a different type of reconstruction and model of development: urban-rural integration, tourism, and ecological civilization. Sorace's work emphasizes the need for a grounded literacy in the political concepts, discourses, and vocabularies of the Communist Party itself. Abstract

The M8.0 Wenchuan Earthquake occurred in China on May 12, 2008, killing over 69,000 people and displacing millions from their homes. This was one of the most catastrophic natural disasters on record. This book includes 5 chapters describing the tectonic setting and historical earthquakes around the Chuan-Dian region, the nucleation of the Wenchuan earthquake, occurrence and aftershocks. The field observations of earthquake induced surface fractures and building damage, form a major and special part of this book and include a large number of digital photos with accompanying explanations.

Abstract

The magnitude Ms 8.0 (Mw 7.9) Wenchuan earthquake occurred on 12 May 2008 in the Longmen Shan region of China—the topographical boundary between the Tibetan Plateau and the Sichuan Basin—resulting in extensive damage throughout central and western China. To understand the seismic faulting mechanism and surface deformation features associated with the Wenchuan earthquake, including rupture length, geometric characteristics, and slip distribution of co-seismic surface rupture, our survey group traveled to the epicentral area 2 days after the earthquake and undertook 10 days of fieldwork, during which time we collected fundamental data related to rupture structures and the spatial distribution of offset along faults. Based on the results of this preliminary fieldwork, we carried out additional detailed fieldwork along the co-seismic surface rupture over the following year. This photographic atlas shows the main deformation characteristics of co-seismic surface rupture and the nature of the earthquake disaster and subsequent relief operations, based on photographs taken during our field investigations. This atlas is intended not only for geologists, seismologists, and engineers as a means of furthering their understanding of the seismic mechanisms and surface rupture deformation characteristics of large intracontinental earthquakes, but also for advanced undergraduates and graduate students as a textbook. We are grateful to the many organizations and individuals who helped to make this book possible.
