D'abord, il fallait faire exister la jeune Belgique, ensuite l'habitude était prise et, anglophilie, monarchie et noblesse aidant, l'on a conservé des pratiques d'ancien Régime sans doute contraire au DROIT et certainement à l'ÉQUITÉ. L'auteur en décompose les éléments tout en parcourant 185 années d'histoire politique, diplomatique, militaire et même financière car c'est en milliards qu'il faut compter à ce propos. Le volume se termine par une supplique à WWW, inspirée de celle, restée sans effet, adressée au 3e duc et prince en 1911 par le doyen de la Faculté de Droit de l'Université libre de Bruxelles.
