'The European Union and E-Voting 'investigates one of the latest potential changes in the 'technology of democracy' - electronic voting. It explores how it may impact on traditional mechanisms of democratic participation, raising issues that go to the very core of contemporary governance. Among the many questions tackled are the implications of introducing e-voting for European Parliamentary elections and its possible impact, not just on the quantity aspects of electoral turnout but also on the quality dimension of democratic participation. The contributors assess e-voting's compatibility with existing legal and constitutional principles and how to best design new online voting systems in order to ensure both security and convenience of use. Furthermore, the prospects for institutional innovation stemming from the introduction of e-voting and other e-democracy techniques are also addressed. Besides enriching the literature with new ideas at a time in which the European integration process is entering a distinctly more overt political phase, this volume also provides fruitful insights for the development of e voting and e-democracy across the world. This book deals with the political, social, legal and technological issues related to the possible introduction of electronic voting for future European Parliamentary elections. It will be of interest to all students and researchers of elections and the European Union.

This volume is a study of the emergence and consequences of computerized voting advice applications (VAAs) in Japan, South Korea, and Taiwan. In contrast to the European experience of VAAs simplifying vote choices, this research shows that VAAs in East Asia may increase their complexity.

Electronic voting has a young and attractive history, both in the design of basic cryptographic methods and protocols and in the application by communities who are in the vanguard of technologies. The crucial aspect of security for electronic voting systems is subject to research by computer scientists as well as by legal, social and political scientists. The essential question is how to provide a trustworthy base for secure electronic voting, and hence how to prevent accidental or malicious abuse of electronic voting in elections. To address this problem, Volkamer structured her work into four parts: "Fundamentals" provides an introduction to the relevant issues of electronic voting. "Requirements" contributes a standardized, consistent, and exhaustive list of requirements for e-voting systems. "Evaluation" presents the proposal and discussion of a standardized evaluation methodology and certification procedure called a core Protection Profile. Finally, "Application" describes the evaluation of two available remote electronic voting systems according to the core Protection Profile. The results presented are based on theoretical considerations as well as on practical experience. In accordance with the German Society of Computer Scientists, Volkamer succeeded in specifying a "Protection Profile for a Basic Set of Security Requirements for Online Voting Products," which has been certified by the German Federal Office for Security in Information Technology. Her book is of interest not only to developers of security-critical systems, but also to lawyers, security officers, and politicians involved in the introduction or certification of electronic voting systems.
