This volume reviews the experience of cooperation in five international river basins, focusing on the perceptions of risks and opportunities by decision makers in countries responding to a specific prospect of cooperation. For each basin, the analysis centered on "tipping points," or periods in time when policymakers in the countries involved were faced with a critical decision concerning water cooperation. This study was inspired, in part, by the intensified involvement of the World Bank and development partners in shared international waters, resulting in a growing interest to better underst

Climate change, population growth and the increasing demand for water are all capable of leading to disputes over transboundary water systems. Dealing with these challenges will require the enhancing of adaptive capacity, the improving of the quality of water-resources management and a reduction in the risk of conflict between riparian states. Such changes can only be brought about through significant international cooperation. Christina Leb's analysis of the duty to cooperate and the related rights and obligations highlights the interlinkages between this duty and the principles of equitable and reasonable utilisation and the prevention of transboundary harm. In doing so, she considers the law applicable to both international watercourses and transboundary aquifers, and explores the complementarities and interaction between the rules of international water law and the related obligations of climate change and human rights law.

Why do states in arid regions fail to co-operate in sharing water resources when co-operation would appear to be in their mutual interest? Through in-depth analysis of the history and current status of the dispute over the Jordan River basin, Miriam Lowi explores the answers to these critical questions.

Clean water is essential to human survival, yet it is increasingly scarce. Despite pressures on this crucial resource, people often have little or no opportunity to participate in watershed decisions that affect them, particularly when they live along international watercourses. The United Nations has identified the rising demand for water as one of four major factors that will threaten human and ecological health for at least a generation.Over the coming decade, governments throughout the world will struggle to manage water in ways that are efficient, equitable, and environmentally sound.

Produced biennially, The World's Water is the most comprehensive and up-to-to date source of information and analysis on freshwater resources. Each new volume examines critical global trends and offers the best data available on a variety of topics related to water. Volume 8 features chapters on hydraulic fracturing (fracking), water footprints, sustainable water jobs, and desalination financing, among other timely issues. Water briefs provide concise updates on topics including the Dead-Sea and the role of water in the Syrian conflict. The World's Water is coauthored by MacArthur "genius" Peter H. Gleick and his colleagues at the world-renowned Pacific Institute. Since the first volume was published in 1998, the series has become an indispensable resource for professionals in government agencies and nongovernmental organizations, researchers, students, and anyone concerned with water and its use.
