African Floodplains in semi-arid areas are important for local livelihoods as they harbor many common-pool resources such as fisheries, pasture, wildlife, veldt products, water and land for irrigation. However, in many of these areas resources are under pressure. This book is presenting seven case studies from Mali, Cameroon, Tanzania, Zambia and Botswana based on anthropological fieldwork (2002-08) and explores how these common-pool resources have been managed in pre-colonial, colonial and postcolonial times. The major focus of the study is how institutional change has contributed to resource management problems and offers a comparative analysis based on the New Institutionalist approach (Jean Ensminger, Elinor Ostrom), which is combined with a special focus on ideology, discourse and narratives while focusing on conflict and power issues. With a foreword by Elinor Ostrom . This book has received the Environmental Research Award 2011 of the University of Bern, Switzerland.

Qu'il y en ait trop ou pas assez, l'eau fait de plus en plus problème. Fort de la dichotomie qu'il est à peu près le seul à établir entre la Nature et les Cultures, le monde occidental et occidentalisé tend à réduire cette question à la gestion responsable et raisonnable d'une ressource naturelle menacée par de mauvaises politiques et des techniques inappropriées. Au mieux, la dimension culturelle viendrait conforter le droit universel à cette réalité univoque, au pire, certaines cultures, étant peu naturelles ou trop "surnaturelles", l'hypothéqueraient. Les histoires racontées ici à partir d'expériences africaines en matière de puits, de pluie et de projets hydrauliques, donnent à réfléchir tout autrement : le phénomène de l'eau est, d'emblée et d'office, de "nature" culturelle. Ainsi, l'Afrique et ses histoires d'eaux nous disent qu'il serait à la fois plus plausible et plus prometteur d'admettre qu'il y a réellement autant d'eaux que de cultures.

How can Africa´s finite water and land resources be managed sustainably under the influence of Global Change so as to meet the growing needs of humans in ways that avert the looming crisis? The need to find answers to this question has taxed the brains of many scientists who recognize the urgency of these problems. The pressing water problems must clearly be tackled from an integrated perspective, taking into account environmental, human and technological factors and in particular their inter-dependence. This is the approach adopted by the German GLOWA-IMPETUS project and presented in this book. It is based on the wealth of research results gained in two representative African watersheds: the Ouémé catchment in Benin and the Drâa catchment in Morocco. Interdisciplinary, application-oriented tasks were accomplished with the help of a unique mix of scientists from the social sciences, natural sciences, agricultural science and medicine. The book is organized as follows: Part I deals with the fundamentals and process understanding regarding all major aspects of the hydrological cycle. Part I forms the basis of Part II of the book, which focuses on future climate and socio-economic projections and on the decision support for the sustainable management of natural resources.
