Lake Toba is a unique natural asset of global significance with a rich cultural heritage located in the North Sumatra Province of Indonesia. Located 904 meters above sea level and with a maximum depth of more than 500 meters, this 87-kilometer-long lake provides a wide range of economic and environmental goods and services for more than half a million people and 400 villages in the seven districts covered by the lake's 3,658 square kilometer catchment. However, sustaining the long-term economic and environmental value of Lake Toba depends on addressing the deterioration of water quality. This technical guidance note reports on the potential benefits of using remote sensing as part of an integrated strategy to improve the monitoring and management of water quality in Lake Toba.

Water management agencies in many parts of the world are currently missing big opportunities to increase their capacity to monitor water resources. This report presents a range of remote sensing applications to support water resources management and decision-making, and discusses implementation approaches and their sustainability going forward. These were developed within the second phase of the global initiative on remote sensing for water resources management, conceived to help mainstream beneficial remote sensing uses in operational projects of the Bank, and to facilitate the adoption in World Bank client countries. This report is addressed to water practitioners in general, technical staff in national water agencies, and project leads from development and financing institutions. The goal of the report is to present insights from innovative remote sensing applications to help address specific water resources management challenges. The results presented include constraints identified in the adoption of remote sensing, the approaches adopted to make applications functional in different contexts, the project applications themselves, insights on their sustainability, and ways forward.

Rural regions are often seen as key sources of urban water supply, creating pressure for reallocation and potential hotspots of competition for water between cities and agriculture. How effective and equitable is reallocation from rural to urban regions, and what have we learned from the global experience? This synthesis report examines the drivers, processes, politics, and outcomes of reallocation based on a review of the literature and insights from four in-depth case studies where governments have reallocated relatively large volumes of water from rural to urban regions: Melbourne, Australia; Mokopane, South Africa; Monterrey, Mexico; and Sao Paulo, Brazil. The findings suggest that water reallocation can play an important role in regional development. However, reallocation projects have also been controversial because of distributional conflicts regarding who wins and loses. The concept of benefit sharing, long applied to transboundary river basin management, offers a framework for designing effective and equitable reallocation processes, shifting the focus from dividing the water to sharing the benefits among rural and urban regions. The report identifies seven key lessons for realizing the potential of reallocation and limiting the risks.

Reliable access to water, managing the spatial and temporal variability of water availability, ensuring the quality of freshwater and responding to climatological changes in the hydrological cycle are prerequisites for the development of countries in Africa. Water being an essential input for biomass growth and for renewable energy production (e.g. biofuels and hydropower schemes) plays an integral part in ensuring food and energy security for any nation. Water, as a source of safe drinking water, is furthermore the basis for ensuring the health of citizens and plays an important role in urban sanitation.The concept of Integrated Water Resource Management (IWRM) is seen as an opportunity to help manage water variability and the wide spread water scarcity in Africa. One key component missing from IWRM in Africa is the limited knowledge of the available extent and quality of water resources at basin level. Earth Observation (EO) technology can help fill this information gap by assessing and monitoring water resources at adequate temporal and spatial scales. The goal of this Special Issue is to understand and demonstrate the contribution which satellite observations, consistent over space and time, can bring to improve water resource management in Africa. Possible EO products and applications range from catchment characterization, water quality monitoring, soil moisture assessment, water extent and level monitoring, irrigation services, urban and agricultural water demand modeling, evapotranspiration estimation, ground water management, to hydrological modeling and flood mapping/forecasting. Some of these EO applications have already been developed by African scientists within the 10 year lifetime of the TIGER initiative: Looking after Water in Africa (http://www.tiger.esa.int), whose contributions are intended to be the starting point of this Special Issue and is only one example of the wide range of activities in the field. Contributions from the entire African and international scientific community dealing with the challenges of water resource management in Africa are the target of the special issue.

This study aims to explore ways in which key competencies of the oil and gas industry could be leveraged to support the diversification of the Chadian economy. The analysis focused on identifying opportunities and prioritizing core competencies in specific segments of the oil and gas value chain where economic activities have the potential to grow and increase cross pollination, which can be achieved through policy reforms or the provision of public and private inputs.

This document summarizes evidence and guidance on project design and results framework indicators for nutrition-sensitive irrigation and water management investments for which improving nutrition in vulnerable populations is a specific objective of the project. Drawing on the current body of evidence on the links between irrigation, water management, and nutrition through the pathways of production, income, women's empowerment, and water and hygiene, the report describes eight nutrition-sensitive approaches for achieving greater impacts on early child nutrition. Results framework indicators are proposed to support monitoring and evaluation of nutrition-sensitive investments in water management and irrigation.

Mexico's economy has grown moderately over the last quarter century, with annual per capita GDP growth averaging just 1.2 percent between 1990 and 2017. The country's weak economic performance reflected a decline in productivity, which fell by 8 percent during that period. Mexico's productivity challenges are associated with large and widening regional disparities and the misallocation of resources between sectors and firms. Large productive firms integrated with Global Value Chains have not developed backward linkages to the rest of the economy and lagging regions. Meanwhile, widespread labor and firm informality contributes to the misallocation of productive resources. Reversing the decline in productivity will require an integrated strategy encompassing multiple policy areas and sectors. This broad strategy should include strategies discussed in other policy notes: (i) alleviating rigidities and distortions in labor markets and improving access to credit; (ii) alleviating existing rigidities and obstacles to competition across sectors and sub-sectors while following through with the structural reforms enacted; (iii) designing and implementing effective interventions at the subnational levels to enhance both product and factor markets; (iv) dealing with the financing of social insurance schemes; and (iv) strengthening rule of law institutions at the federal and local levels. This note focuses on critical aspects of the diagnostic around the productivity dynamics in Mexico. It also links the aspects of the strategy above-highlighted to specific policy recommendations on other Policy Notes of this set given the cross-cutting nature of productivity growth. It also focuses on providing policy directions on: (i) strengthening institutions and programs working directly on the productivity agenda; (ii) selected sub-national interventions to ease the regulatory burden; and (iii) proposing a broad and integrated strategy for fostering formalization.

The Ganges Basin in South Asia is home to some of the world's poorest and most vulnerable communities. Impacted by catastrophic annual floods, the region is recognized as highly disaster prone, causing widespread human suffering and economic losses. In recognition of these challenges, many groups are actively and cooperatively engaged in reducing South Asia's vulnerability to flooding. As a contribution to these efforts, the World Bank recently commissioned specialist teams to assess and map flood risk across the Ganges River basin and to design and evaluate flood forecasting tools for the greater Ganges-Brahmaputra-Meghna basin. Flood Risk Assessment and Forecasting for the Ganges-Brahmaputra-Meghna River Basins summarizes the technical findings, includes highlights of the work, and links to the full technical reports and new interactive online resources. The report provides, for the first time, a numbers-based view of the impacts of floods of different severities across the Ganges basin, helping identify priority areas for addressing flood risks (for example, relocating levees, improving flood warning systems, and boosting overall economic resilience). This report on the flood forecasting system provides probability-based flood forecasts for more than 85 Ganges-Brahmaputra-Meghna basin locations along with near-real-time data maps of rainfall (predicted and actual) and river levels.

The aim of this scholarly collected work is to contribute to the scientific discourse on public administration in a globalised environment. The book reflects on governance challenges in South Africa and in Africa, with its point of departure being the ‘master narratives’ (the so-called grand debates) such as New Public Management and, specifically, the role of technology. It also reflects on the so-called middle range discourses concerning organisational-level issues in government (e.g. leadership and work procedures) and explores new solutions to old governance challenges like corruption and service delivery. The uniqueness of this collected work lies in its ability to reflect on existing philosophies and practices in an innovative way. Through its multidisciplinary lens, the book opens up a new vision for the future of public administration in the South African context and on the African continent, not neglecting the current local, regional and global environment.Until recently, globalisation was considered an entrenched world order, but international political events during the course of the past few years have resulted in one of the biggest challenges to its endurance in recent history. This includes developments such as the successful referendum in Britain to exit the European Union, highlighting the growth of a severe nationalist and protectionist agenda that may be a signal of the unravelling of the current globalism world order. These developments inspire deeper interrogation of the challenges to effective public administration globally and the ripple effects in South Africa and Africa as a whole. Pointedly, it is evident that ensuring the voice of citizens in policy decision-making remains a critical governance challenge. On the policy front, there are perennial challenges of land reform, service delivery and poverty, while on the governance front, corruption has metastasised with a growing culture of impunity and lack of accountability in leadership. In the midst of growing corruption, and more than 20 years into democracy, South Africa’s income inequality remains one of the highest in the world. This setting constitutes the context of the research outcome published in this scholarly work.
