Abstract

The final book from a towering pioneer in the study of poverty and inequality—a critically important examination of poverty around the worldIn this, his final book, economist Anthony Atkinson, one of the world’s great social scientists and a pioneer in the study of poverty and inequality, offers an inspiring analysis of a central question: What is poverty and how much of it is there around the globe? The persistence of poverty—in rich and poor countries alike—is one of the most serious problems facing humanity. Better measurement of poverty is essential for raising awareness, motivating action, designing good policy, gauging progress, and holding political leaders accountable for meeting targets. To help make this possible, Atkinson provides a critically important examination of how poverty is—and should be—measured.Bringing together evidence about the nature and extent of poverty across the world and including case studies of sixty countries, Atkinson addresses both financial poverty and other indicators of deprivation. He starts from first principles about the meaning of poverty, translates these into concrete measures, and analyzes the data to which the measures can be applied. Crucially, he integrates international organizations’ measurements of poverty with countries’ own national analyses.Atkinson died before he was able to complete the book, but at his request it was edited for publication by two of his colleagues, John Micklewright and Andrea Brandolini. In addition, François Bourguignon and Nicholas Stern provide afterwords that address key issues from the unfinished chapters: how poverty relates to growth, inequality, and climate change. The result is an essential contribution to efforts to alleviate poverty around the world.

Abstract

The U.S. took in more than a million immigrants per year in the late 1990's, more than at any other time in history. For humanitarian and many other reasons, this may be good news. But as George Borjas shows in Heaven's Door, it's decidedly mixed news for the American economy--and positively bad news for the country's poorest citizens. Widely regarded as the country's leading immigration economist, Borjas presents the most comprehensive, accessible, and up-to-date account yet of the economic impact of recent immigration on America. He reveals that the benefits of immigration have been greatly exaggerated and that, if we allow immigration to continue unabated and unmodified, we are supporting an astonishing transfer of wealth from the poorest people in the country, who are disproportionately minorities, to the richest. In the course of the book, Borjas carefully analyzes immigrants' skills, national origins, welfare use, economic mobility, and impact on the labor market, and he makes groundbreaking use of new data to trace current trends in ethnic segregation. He also evaluates the implications of the evidence for the type of immigration policy the that U.S. should pursue. Some of his findings are dramatic: Despite estimates that range into hundreds of billions of dollars, net annual gains from immigration are only about

Abstract

"The Committee on National Statistics of the National Academies of Sciences, Engineering, and Medicine convened a 2-day public workshop from December 11-12, 2019, to discuss the suite of data products the Census Bureau will generate from the 2020 Census. The workshop featured presentations by users of decennial census data products to help the Census Bureau better understand the uses of the data products and the importance of these uses and help inform the Census Bureau's decisions on the final specification of 2020 data products. This publication summarizes the presentation and discussion of the workshop." --
