"Once the pride of interwar Czechoslovakia, and key during the forced industrialization of the Stalinist period, during the 1970s and 1980s the Czechoslovak railway sector showed the symptoms of the political tiredness and economic exhaustion of the Soviet Bloc. This book examines the failure of central economic planning through the lens of this national transport system.Based on the presentation of its history and on the detailed scrutiny of the actors, institutions, internal mechanisms, and conditions of the railway sector, the analysis reveals the identities of the real stakeholders in the state administration. This case shows how the country was governed by Communist Party institutions and government ministries, and how developments in the transportation sector-like in every sector-reflected their priorities. Numerous tables with selected statistics underscore the economic analysis and black and white photos offer a glimpse on the technical base of the railway sector.The book is filled with enlightening comparisons of the Czechoslovak transportation industry with its counterparts in the whole Eastern Bloc. La séparation opérée en Europe -- au moins sur le plan comptable -- entre l'infrastructure ferroviaire et l'exploitation des trains s'est accompagnée de l'introduction progressive de redevances d'accès à l'infrastructure destinées à couvrir les coûts de circulation des trains. Mais déterminer le montant et la forme de ces redevances n'est pas chose facile, faute d'expériences vraiment probantes dans ce domaine. De fait, les systèmes de redevances diffèrent sensiblement selon les pays et les objectifs poursuivis lors de la mise en place de ce type de tarification sont multiples, voire contradictoires. Face à ce constat, la Table Ronde a tenu à rappeler, à travers ses rapports introductifs et ses débats, quelques principes économiques fondamentaux qui éclairent ce que pourrait être un système rationnel de redevances d'usage des infrastructures ferroviaires. Elle permet ainsi de faire le point sur l'un des aspects déterminants de la réforme ferroviaire en Europe. Cette Table Ronde examine tout particulièrement l'expérience de l'Allemagne, de la France, du Royaume-Uni et de la Suède.

Les transports liés aux loisirs sont une réalité méconnue et leur importance est largement sous-estimée. Ces transports sont pourtant plus importants que les mouvements pendulaires domicile-travail. En effet, il y a une très grande diversité d’activités de loisirs qui génèrent des déplacements : shopping, visites à des parents ou amis, activités sportives ou encore tourisme local et international. L’objectif de cet ouvrage est de décrire et d’analyser les transports liés aux loisirs : importance des flux, localisation, modes de transport, profils temporels et évolutions structurelles. A partir de cette analyse, le livre s’attache à définir les conséquences du développement des loisirs sur la politique des transports. Sont ainsi examinées des questions telles que la nécessité d'intégrer les transports locaux et les transports à longue distance, le recours accru à des modes de déplacement respectueux de l'environnement, la promotion des déplacements d'agrément de proximité ou le besoin d’améliorer le cadre de vie quotidien. Relever le défi posé par les transports liés aux loisirs constitue en fait une véritable opportunité, car les solutions trouvées à ce niveau permettront d'améliorer tous les transports, quelle que soit la finalité de leur usage.
