Abstract

The Journal of Southeast Asian Economies (JSEAE) is a peer-reviewed journal focusing on economic issues pertaining to countries in the region – defined as the ten members of the Association of Southeast Asian Nations (ASEAN) and East Timor. JSEAE welcomes articles using orthodox economic approaches as well as those of a more heterodox nature. Oriented at both researchers and policy-makers, the journal seeks to reconcile the ideals of relevance, methodological rigour, and accessibility.

Abstract

Examining how the Association of Southeast Asian Nations' (ASEAN) has responded to external threats over the past 50 years, this book provides a compelling account of regional state actions and foreign policy in the face of potential sovereignty violation. The author draws on a large amount of previously unanalysed material, including declassified government documents and WikiLeaks cables, to examine four key cases since 1975. Taking into account state interests and the role of external powers, the author develops the 'vanguard state theory' to explain ASEAN state responses to sovereignty violation, which, it is argued, has universal applicability and explanatory power.

Abstract

This book discusses Vietnam's relations with ASEAN in the period from the early 1970s to mid-1990s. It focuses on the evolution of Hanoi's view on ASEAN, from denial to integration in the organization. Further, it reveals the reasons behind Hanoi's decision to join ASEAN in 1995 in the context of the transformation of the overall Vietnam's foreign policy when the Cold War ended. Relaxation of the Cold War conditions allowed Hanoi to improve understanding of ASEAN that resulted in better Vietnam-ASEAN relations and subsequent Vietnam's membership in ASEAN. The author has had access to documents and interviewees that few other researchers can rival. And the richness of the empirical evidence of this book makes a significant contribution to the studies of Vietnam foreign relations in specific and Southeast Asian international relations in general.

Abstract

China's engagement with ASEAN over the South China Sea, from the Declaration on the Conduct of Parties in the South China Sea to the ongoing negotiations on the Code of Conduct (COC), exhibits a dynamic continuum with two constants: 1. Dismissal of any legally binding instrument that would constrain China's freedom of action; and 2. Persistent territorialization of the SCS despite Beijing's simultaneous diplomatic engagement with ASEAN. The continuity is juxtaposed with elements of change in China's engagement with ASEAN, as afforded by the former's growing power and influence. This metamorphosis is manifested in China's efforts to undermine ASEAN unity, robustly assert its claims in the SCS, and use economic statecraft towards ASEAN member states in return for their acquiescence. China's more "active" engagement in the COC over the past three years is tactical and does not signify a fundamental change in its long-term strategy that seeks to eventually establish its sovereignty and control over the SCS based on the nine-dash-line (NDL). The divergent positions between China and some ASEAN member states on the COC, especially its scope of application, self-restraint elements, legal status and dispute settlement mechanism, are not easy to reconcile. The COC may end up being a non-binding political document with a general scope of application, which will have little effect in regulating the contracting parties' behaviour.
