Comment naît l'innovation technique ? N'est-elle qu'un génial Eurêka auquel on associe un processus de diffusion ? N'est-elle pas au contraire un processus complexe de confrontation, de négociation qui associe de nombreux acteurs techniques mais aussi les usagers ? Comment se réadapte un projet technique en fonction des multiples variations de l'environnement ? Telles sont quelques-unes des questions auxquelles entend répondre ce livre. Pour ce faire, l'auteur présente d'abord un panorama critique — clair et synthétique — des différentes théories de l'innovation proposées par les différentes sciences sociales (sociologie, histoire, économie, anthropologie). Il montre que traditionnellement, nombre d'entre elles ont reposé sur une coupure radicale entre la technique et la société. Patrice Flichy propose au contraire une nouvelle approche, unifiée, de l'action socio-technique des différents acteurs de l'innovation, notamment des concepteurs et des usagers. Il étudie la succession des événements techniques, l'irréversibilité des choix effectués mais également l'évolution des représentations, des utopies techniques et sociales. Ouvrage de réflexion, L'Innovation technique s'adresse autant aux spécialistes qui y trouveront de nouvelles perspectives d'études de cette question qu'aux non-initiés — en particulier les étudiants en gestion — qui pourront ainsi accéder à une excellente synthèse critique des recherches en sciences sociales sur la technique.

Abstract

We provide an overview of the theories and empricial evidence on the complex relationship among innovation, competition, and inclusive growth. Competition and innovation-led growth are critical to drive productivity gains and support broad-based growth. However, new technologies and trends in market concentration are stifling future innovation while contributing to the marked increase in inequality. Beyond consumer welfare in a narrow market, competition policy should adapt to this new reality by considering the spillover and dynamic effects of market power, especially on firm entry, innovation, and inequality. Innovation policies should tackle not only government failures but also market failures.

Abstract

The place-based approach is at the forefront of the current European cohesion policy reform. The Smart Specialisation Strategy (S3) boosts economic development through research and innovation. It is built on place-based areas showing higher potential for growth. Although S3 is deeply rooted in the uniqueness of the place, its implementation is still far from being clearly spatial-led. The research programme MAPS-LED (Multidisciplinary Approach to Plan Smart specialisation strategies for Local Economic Development), financed by RISE-Horizon 2020, aims at filling this gap. This chapter discusses a novel concept developed with the aim to incorporate a spatial component in the innovative urban clusters, e.g. the urban pattern as cognitive infrastructure for S3. The preliminary findings from the case study of Kendall Square, a former brownfield located in Cambridge (MA), in close proximity with the Massachusetts Institute of Technology, led to conclude that it is essential to complement S3 implementation with spatial interventions in the built environment to create a physical ecosystem supportive of innovation, including: shared facilities and private small businesses facilitating interaction; public services and facilities that allow preserving uniqueness of the place and inclusiveness. Furthermore, the spatial pattern has to be supportive of a walkable and dense environment.
