Luc Deleu est un architecte et urbaniste belge résidant à Anvers. En 1969, il obtient son diplôme d’architecture et en 1970, il crée le bureau T.O.P. Office pour questionner le rôle de l’architecture et de l’urbanisme à l’époque moderne. Ses projets utopiques mettent l’accent sur la mobilité plutôt que sur l’immobilité de l’immobilier, en se concentrant sur l’utilisation de l’espace urbain de manière plus efficace et plus intensive. En 1980, il crée l’Orban Planning Manifesto, qui met pour la première fois l’accent sur les responsabilités de l’architecture et de la construction à l’échelle mondiale. En 1975, il propose d’utiliser des fusées existantes pour tirer des déchets (nucléaires) sur le soleil. Le présent catalogue, réalisé par deSingel, a été édité par Den Gulden Engel à l'occasion des expositions Trois Architectes Belges, organisées à Anvers en 1987.
