L’avenir de l’économie du Québec passera-t-il par une réaffirmation de son passé ressourciste ou extractiviste, comme les variantes du Plan Nord le laissaient voir ? Ou, au contraire, est-il plutôt du côté d’une transition économique et énergétique qui viserait à faire du Québec une économie complète, mature et durable – à la mesure, en somme, d’une société globale ? Afin de bien souligner cette contingence historique, les auteurs du présent ouvrage ont jugé pertinent de mobiliser le concept de gouvernance pour rendre compte du caractère pratique de la transition, ainsi que de la capacité de pilotage politique au sein du jeu actuel. Il faut donc saisir la manière dont ces tendances se combinent dans différents secteurs économiques liés à l’exploitation des ressources naturelles et donnent naissance à des modes de gouvernance particuliers. Pour ce faire, nous examinerons trois secteurs liés à des ressources naturelles : la forêt, le porc et l’énergie éolienne.
