Abstract

This book describes the failure of a 30 year old policy experiment with competition and markets and proposes a new experiment in social licensing of foundational activities. The repeated failure of that old experiment in subjecting the basics of everyday life to competition is conclusively demonstrated by detailed case studies of three sectors - broadband, food supply and retail banking - where private sector business models realise point value for corporations at the expense of underinvestment, damaged supply chains and gouged customers. The radical move is then to change the frame and envisage a new experiment. The three sectors are only part of a much larger foundational economy, producing mundane goods and services which form the basis of civilised life. In this sheltered zone, firms and sectors enjoy privileges which bring profit. The book argues for a new experiment in social licensing whereby the right to trade in foundational activities would be dependent on the discharge of social obligations in the form of sourcing, training and living wages. This argument for reframing economic policy choices comes from a team of researchers and policy advocates based at the Centre for Research on Socio Cultural Change who blog as Manchester Capitalism. Their book combines rigour and readability so that it is relevant to all those - practitioners, policy makers, academics and engaged citizens - who are looking for new possibilities of action which can start a process of learning about a better way of organising the fundamentals of economic life. It offers a way out of the current impasse.

Abstract

The surprisingly high rate of supermarket patronage in low-income areas of Windhoek, Namibia's capital and largest city, is at odds with conventional wisdom that supermarkets in African cities are primarily patronized by middle and high-income residents and therefore target their neighbourhoods. What is happening in Namibia and other Southern African countries that make supermarkets so much more accessible to the urban poor? What are they buying at supermarkets and how frequently do they shop there? Further, what is the impact of supermarket expansion on informal food vendors? This report, which presents the findings from the South African Supermarkets in Growing African Cities project research in 2016-2017 in Windhoek, looks at the evidence and tries to answer these questions and others. The research and policy debate on the relationship between the supermarket revolution and food security is also discussed. Here, the issues include whether supermarket supply chains and procurement practices mitigate rural food insecurity through providing new market opportunities for smallholder farmers; the impact of supermarkets on the food security and consumption patterns of residents of African cities; and the relationship between supermarket expansion and governance of the food system, particularly at the local level.

Abstract

This book assesses the institutional, technical and market constraints as well as opportunities for smallholders, notably, emerging farmers in disadvantaged areas such as the former homelands of South Africa. Emerging farmers are previously disadvantaged black people who started or will start their business with the support of special government programs. Public support programs have been developed as part of the Black Economic Empowerment strategy of the South African government. These programs aim to improve the performance of emerging farmers. This requires, first and foremost, upgrading the emerging farmers skills by providing access to knowledge about agricultural and entrepreneurial practices. To become or to remain good farmers they also need access to suitable agricultural land and sufficient water for irrigation and for feeding their cattle. Finally, for emerging farmers to be engaged in viable farming operations, various factors need to be in place such as marketing and service institutions to give credit for agricultural inputs and investments; input markets for farm machinery, farm implements, fertilizers and quality seeds; and accessible output markets for their end products. This book develops a policy framework and potential institutional responses to unlock the relevant markets for smallholders.

Abstract

During the past two decades many economies have opened their retail sector to foreign direct investment, yet little is known about possible implications of such liberalization on the economies of developing host countries. Using firm-level data from Romania, this study examines how the presence of global retail chains affects firms in the supplying industries. Applying a difference-in-differences method, the econometric analyses yield the following conclusions. The expansion of global retail chains leads to a significant increase in the total factor productivity in the supplying industries. Their presence in a region increases the total factor productivity of firms in the supplying industries by 15.2 percent and doubling the number of chains leads to a 10.8 percent increase in total factor productivity. However, the expansion benefits larger firms the most and has a much smaller impact on small enterprises. This conclusion is robust to several extensions and specifications, including the instrumental variable approach. These results suggest that the opening of the retail sector to foreign direct investment may stimulate productivity growth in upstream manufacturing and extend our understanding of foreign direct investment in service sectors.
