From their origins, railways produced an intense competition between the two major continental systems in France and Germany. Fitting a new technology into existing political institutions and social habits, these two nations became inexorably involved in industrial and commercial rivalry that eventually escalated into the armed conflict of 1914. Abstract

The United States, France and Britain use markedly different kinds of industrial policies to foster economic growth today. Abstract

Europe's railways are going through a period of radical restructuring in the drive to improve their efficiency and competitiveness. The emphasis is on fostering commercial freedom through a clearer separation of the roles of the State and of rail enterprises and through a progressive opening of access to rail infrastructure. This report examines reforms in over 30 countries from the Atlantic to the Urals, characterizing restructuring in terms of management independence, separation of infrastructure from operations and rights of access to rail infrastructure.

Abstract

This report examines the form regulation should take in rail freight markets to promote efficiency in railways and the wider economy. It analyses issues of monopoly, scale economies, competition, mergers, ownership and the structure of the rail industry. Experience in North America, Australia, Japan, the European Union and countries from eastern and western Europe is reviewed. The need for regulation differs by market and, together with political constraints, this means that regulatory models can not be transferred wholesale from one continent to another. However, each region provides important lessons for reforms currently under consideration in all ECMT and OECD countries.

Abstract

Over the last few years, much progress has been made in developing rail charges to ensure non-discriminatory access to, and efficient use of national rail networks, but in Europe the international dimension is still missing, particularly in terms of the freight market. Integration of European markets should provide great opportunities for rail freight transport to grow. The purpose of this report is to set out how barriers to this growth - arising from differences in the way trains pay to use national networks - can be overcome. Abstract

Once an icon of American industry, railroads fell into a long decline beginning around the turn of the twentieth century. Overburdened with regulation and often displaced by barge traffic on government-maintained waterways, trucking on interstate highways, and jet aviation, railroads measured their misfortune in lost market share, abandoned track, bankruptcies, and unemployment. Today, however, as Robert Gallamore and John Meyer demonstrate, rail transportation is reviving, rescued by new sources of traffic and advanced technology, as well as less onerous bureaucracy. In 1970, Congress responded to the industry's plight by consolidating most passenger rail service nationwide into Amtrak. But private-sector freight service was left to succeed or fail on its own. The renaissance in freight traffic began in 1980 with the Staggers Rail Act, which allowed railroad companies to contract with customers for services and granted freedom to set most rates based on market supply and demand. Railroads found new business hauling low-sulfur coal and grain long distances in redesigned freight cars, while double-stacked container cars moved a growing volume of both international and domestic goods. Today, trains have smaller crews, operate over better track, and are longer and heavier than ever before. Near the end of the twentieth century, after several difficult but important mergers, privately owned railroads increased their investments in safe, energy-efficient, environmentally friendly freight transportation. American Railroads tells a riveting story about how this crucial U.S. industry managed to turn itself around.
