Abstract

During the 13th ASEAN Summit in November 2007, ASEAN Leaders endorsed the ASEAN Economic Community (AEC) Blueprint, which laid the foundation of creating a "single market and production base" among the ten Southeast Asian economies. Soon after that, ASEAN faced great uncertainties in the light of the 2008 global financial crisis and continues to remain cautious in the face of the ongoing global economic weakness. Despite this, the region is forging ahead with its commitment to carry out economic liberalization and cooperation as stipulated in the AEC Blueprint. The official AEC scorecard, published in March 2012, stated that ASEAN had achieved 68.2 per cent of its targets for the 2008-11 period. The official AEC scorecard is expected to track the implementation of measures and the achievement of milestones committed in the AEC Strategic Schedule. However, the scorecard, in its current form, is too brief and general to be useful for the ASEAN citizens. This book attempts to fill this gap and evaluates the current status of and the progress towards the milestones of the AEC Blueprint. The overall message of the book is that even though ASEAN may miss some of its integration goals by 31 December 2015, it will certainly deliver some of the key initiatives - tariff elimination, establishing the ASEAN Single Window, laying the foundation of the regional investment initiative, advancing tourism services, moving ahead with ASEAN connectivity and the realization of ASEAN +1 free trade agreements. AEC's goal of forming an equitable and competitive regional economy will continue to be a work in progress. AEC 2015 is going to be a historic milestone that will raise ASEAN's profile and will help the region to maintain its centrality in the international community.

Abstract

A collection of papers that were presented at the Conference on ASEAN-EEC Economic Relations organized by the Institute of Southeast Asian Studies in Singapore from 6 to 8 August 1981. Part I on trade includes an overview article and papers on trends and problems of EC-protection; issues relating to the EC's imports of ASEAN primary products; ASEAN manufactured exports in the EC markets - an empirical assessment of common and national tariff and non-tariff barriers confronting them; and a constant market shares analysis of ASEAN manufactured products to the EC. Part II on investment includes an overview article and papers on EC investment in ASEAN and transfer of technology - the Malaysian experience, and ASEAN-EC joint ventures - a case of promoted firms in Thailand.

Abstract

This book examines the energy resource relations between China and ASEAN countries. It addresses the following issues: as the world energy demand shifts East because of the rise of China, ASEAN community and other emerging Asian economies, and as the Greater Indian Ocean and the South China Sea become the world's energy interstates, will geopolitical tensions over energy resources spark conflicts in the region, especially in the South China Sea? Against the background of China's rise and its growing influence in Southeast Asia, will China's quest for energy resource cooperation be viewed as a threat or opportunity by its neighbouring countries? Since the United States, Japan and India are important players in Southeast Asia, does the shifting geopolitics of energy give these big powers a new strategic tool in an intensifying rivalry with China? Or does the changing geopolitics of energy resources create more areas of shared interests and opportunities for cooperation between these big powers to balance, rather than increase, tensions in Southeast Asia?

Abstract

L'existence de Singapour est la manifestation la plus récente et la plus achevée d'une longue continuité historique en Asie du Sud-Est. Celle-ci met en évidence une succession ininterrompue de formations étatiques comparables, qui, au sein du monde malais, ont toujours opposé l'emporium commercial à de vastes espaces agraires. Singapour n'est-il pas le digne héritier de l'ancienne Malacca et d'autres Venises de l'Orient ? Cet ouvrage s'articule, dans le domaine économique comme dans celui des problèmes politiques contemporains, autour du thème de la complémentarité et du conflit entre le Singapour moderne et ses deux grands voisins, l'Indonésie et la Malaisie. Cet axe de réflexion, qui s'appuie sur une analyse minutieuse de toutes les dimensions du jeu relationnel entre l’île-État et les pays en développement de la région, propose une clé de compréhension de la plupart des tensions et des mouvements qui animent depuis les années soixante l'Association des Nations d'Asie du Sud-Est (Brunei, Indonésie, Malaisie, Philippines, Singapour, Thaïlande). L'examen des fonctions régionales contemporaines de Singapour combiné aux enseignements de l'histoire de l'Asie du sud-est permet de définir les conditions intérieures et extérieures qui président, depuis 1965, à la cohésion et au développement remarquable de la petite république insulaire.
