L'on est en droit de se poser des questions sur le rôle de gardienne de la paix et de la sécurité internationales dévolu à l'Organisation des Nations Unies depuis la fin de la Seconde Guerre mondiale en 1945, dans le cadre d'une sécurité collective mondiale. Garante de ce fait du respect de la légalité internationale pour un monde plus juste et apaisé, elle est l'otage des grandes puissances. Au lieu de promouvoir la paix, certaines décisions semblent plutôt aller vers l'instauration d'un ordre mondial guerrier au profit de ces puissances membres du Conseil de sécurité de l'ONU.Au regard des interventions décidées, ou a posteriori couvertes par l'ONU, cette dernière a validé des opérations en Afrique, au mépris du respect de la légalité internationale pour complaire à certaines puissances du Conseil de sécurité. Il n'a plus été tenu compte des dispositions pertinentes de la Charte des Nations Unies qui organisent la paix et le respect de cette légalité onusienne, et donc mondiale.Ce livre réfléchit au rôle du Conseil de sécurité de l'ONU dans le règlement des conflits en Afrique depuis 1990. Il pose la question de sa pertinence sous sa forme actuelle.

South Sudan became independent in 2011 after decades of rebel wars with the Government of Sudan. Independence prompted discussions about South Sudanese identity and shared history, in which material objects and cultural heritage featured as vitally important resources. However, the long-term effects of colonialism and conflict had largely precluded any concerted attempts to preserve material culture within the country; museums remained in Khartoum, the capital of the formally united Sudan. Furthermore, tens of thousands of objects had been removed from what is now South Sudan during the nineteenth and twentieth centuries to museum and private collections around the world. Up to now there have been few attempts to reconnect the history of these South Sudanese museum collections with people in or from South Sudan. 'Pieces of a Nation' is the first extended study of South Sudanese material cultural heritage in museum collections and beyond. The chapters discuss a range of different objects and practices, from museum objects taken from South Sudan in the context of enslavement and colonialism in the nineteenth and twentieth centuries to efforts by South Sudanese to preserve their country's cultural heritage during recent conflicts. With essays by 32 contributors in Europe, South Sudan, Uganda and Australia, this book delivers a unique range of perspectives on museum objects from South Sudan and on heritage practices in the country and among its diaspora. Written by curators, academics, heritage professionals and artists in accessible and engaging style, it is intended for scholars, museum professionals and a wide range of individuals interested in South Sudan, African arts and cultures, the history of museum collecting and colonialism and/or the role of material heritage in peacebuilding and refugee contexts.

The Responsibility to Protect, the report of the International Commission on Intervention and State Sovereignty (ICISS), focused on three international responsibilities in the area of human security: the responsibility to prevent, the responsibility to react, and the responsibility to rebuild. The report acknowledged the difficulty of identifying countries likely to experience widespread civil violence and then predicting when this would occur. But the authors of this book submit that if ever a case of a “responsibly to prevent” was possible to anticipate, South Sudan was it. A Comprehensive Peace Agreement (CPA) ended the Sudanese second civil war in 2005 with a call for a referendum to be held in South Sudan in 2011 to determine the region’s future, In the event, an overwhelming majority voted for independence for the region. The question that motivated this book is whether the CPA would set in motion a process resulting in yet another brutal conflict, and, if that conflict was widely predicted, what should be the response of the international community in terms of “responsibility to prevent”? Mass media coverage has been identified as an important factor in mobilizing the international community into action in crisis and potential crisis situations; however, the impact of media reporting on actual decision-making is unclear. Thirty-plus years of research has demonstrated consistent agenda-setting effects, while a more recent stream of research has confirmed significant framing effects, the latter most likely to occur in cases where advocacy framing is used. This book examines the way in which the press in Canada and the United States interpreted the potential for violence that accompanied South Sudan’s independence in 2011, and whether or not their governments had a responsibility to prevent.

Over the past two decades, the situation in Africa's largest country, Sudan, has progressively deteriorated: the country is in second position on the Failed States Index, a war in Darfur has claimed hundreds of thousands of deaths, President Bashir has been indicted by the International Criminal Court, a forthcoming referendum on independence for Southern Sudan threatens to split the country violently apart. In this fascinating and immensely readable book, the Africa editor of the Economist gives an absorbing account of Sudan's descent into failure and what some have called genocide. Drawing on interviews with many of the main players, Richard Cockett explains how and why Sudan has disintegrated, looking in particular at the country's complex relationship with the wider world. He shows how the United States and Britain were initially complicit in Darfur-but also how a broad coalition of human-rights activists, right-wing Christians, and opponents of slavery succeeded in bringing the issues to prominence in the United States and creating an impetus for change at the highest level.

The first Canadian diplomat to be posted to war-torn Sudan, Nicholas Coghlan was a natural choice to lead Canada’s representation in the new Republic of South Sudan soon after the country was founded in 2011. In late 2013, Coghlan and his wife Jenny were in the capital, Juba, when it erupted in gunfire and civil war pitted one half of the army against the other, Vice-President Machar against President Kiir, and the Nuer tribe against the Dinka.
