Avec le vieillissement de la population, la montée de l’individualisme, le retrait de l’État providence, les échanges au sein de la famille sont devenus un des enjeux des sociétés contemporaines. C’est dans un contexte d’inégalités sociales et de précarité, aussi bien économiques que familiales, qu’émerge la notion de solidarité dans les débats actuels, qui relient fracture sociale et affaiblissement de la solidarité. Pour répondre à ces questions, de grandes enquêtes sur l’entraide et la solidarité familiales ont été effectuées dans les pays industrialisés. Cet ouvrage constitue un premier bilan des enquêtes réalisées en Europe et en Amérique du Nord depuis les années 1950 et met en perspective neuf enquêtes européennes récentes sur l’entraide familiale dans huit pays (Angleterre. Belgique. Espagne. France. Italie. Luxembourg, Portugal. Suisse). Chacun des concepteurs des neuf enquêtes offre selon une grille de présentation identique un éclairage précis et didactique sur la manière dont ils ont construit les indicateurs et dont ils ont appréhendé le concept de l’aide. À travers la diversité des indicateurs et les principaux résultats des enquêtes, l’ouvrage souligne la persistance des relations de la parenté en Europe malgré les changements majeurs qui traversent les sociétés. Mais si les pratiques de solidarité au sein de la famille, qui varient selon les milieux et les cultures, perdurent encore, les normes d’entraides sont aujourd’hui devenues négociables. Ce bilan réalisé par C. Bonvalet et J. Ogg dans le cadre de l’appel d’offre lancée en 2000 par la Mission recherche expérimentation (Mire), la cnaf, et le Groupement d’intérêt public « Droit et Justice » sur la parenté comme lieu de solidarités s’avérera utile aux chercheurs et enseignants intéressés et susceptibles de réaliser eux-mêmes une collecte de données dans ce domaine.

It examines the role of solidarity as a legal principle and as a component of public policies in eight European countries Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the UK and at the level of the European Union. It particularly focuses on developments in three areas: unemployment, immigration and asylum, and disability.

Promoting Solidarity in the European Union addresses the question of what solidarity might mean today and its relevance to the purposes of the European Union and the way it functions. Is solidarity just a slogan or can it have meaningful legal and policy content? This book brings together contributions from leading scholars in law, politics and sociology to discuss an idea that is coming under fresh scrutiny at a time when the EU's direction following the implementation of the Lisbon Treaty is hotly debated. The authors engage with both the content and limitations of solidarity as a concept in political and legal debate, and its application to specific fields such as migration, education and pensions policies. Promoting Solidarity in the European Union provides a thoughtful and provocative analysis of the power and potential of solidarity, applying a sceptical and rigorous assessment of the conditions necessary for it to make a difference to the European political and legal space at a time when traditional manifestations of national solidarity (e.g. in health care) are perceived to be under threat from EU market liberalization policies. A number of contributions consider whether an EU concept of solidarity is possible and how that might affect the balance between market and social priorities for the Union's future.
