Abstract

Social and the ecological welfare should be taken as the main aim of all politics. This is the message of this book titled The Enchantment of Social Policy. Basic social security system needs to be rebuilt and grounded on the universal basic income that everyone can top up by participating to the society in different ways. Universal basic income can be seen as a mean to recognize all valuable participation to for example voluntary work or care of elderly people. In conditions of high unemployment, this kind of universalistic social security would weaken the nexus between employment and welfare. It would promote a society and culture that is less dependent on the exploitation of natural resources. This book describes building blocks that are needed to reconstitute the enchantment of social policy - the utopian that we should collectively pursue. Abstract

The Nicaragua Jobs Diagnostic applies the Bank's standard Jobs Diagnostics tool to explore trends and macro drivers of economic and jobs transformation, labor market outcomes from the supply side, and sources of job creation from the perspective of the demand or private sector sides. The report shows that the distributions of jobs and production (value added) do not show significant changes over the last 15 years. This finding is directly linked to the slow urbanization and the predominance of subsistence agriculture in rural areas, thus reinforcing and urging the need to shift the Nicaraguan economy towards higher productivity, employment creation, and formalization to support future growth in jobs. The recommendations address structural and short-term challenges focusing on labor and jobs growth. This report will serve the country and sector teams as an entry point to explore future areas of interest, as it is designed to serve as a baseline to understand the economic transformation trends until 2018; particularly in the event of the shock that shrank the economy by more than 3 percent.

Abstract

This study looks at the redistributive effects of fiscal policy - in particular of direct taxation and expenditures - in Uruguay. This fiscal incidence analysis applies a widely recognized methodology to household survey data and government data for fiscal year 2017 and compares the results with the policies seen in 2009 to study the evolution of the distributional impacts of fiscal policy in the country. The study finds evidence that Uruguayan fiscal policy continues to reduce inequality, with government expenditures in the form of in-kind transfers leading to the largest decreases. While expenditures in basic education are benefitting the poorest, expenditures in tertiary education remain largely regressive. The personal income tax is found to be largely progressive, with the top quintile paying more than four-fifths of this tax. Uruguay's fiscal policies also lead to a reduction in poverty, mainly due to well-targeted direct transfers.

Abstract

Switzerland's pension system has attracted considerable attention, mainly due to its reliance on a three-pillar structure. A relatively small pay-as-you-go system (first pillar) is complemented by a mandatory, employer-based, fully funded occupational pension scheme (second pillar). The main goal of this paper is to provide a detailed description and analysis of the Swiss pension system. Particular emphasis is placed on the second pillar and its role in the provision of old age benefits within the Swiss social security system. The paper shows, for example, that a typical individual with an uninterrupted career can expect a net (after-tax) replacement rate of at least 70 percent. Occupational pension plans are highly regulated. Minimum interest rate requirements and minimum conversion rates (at which the accumulated retirement balances are transformed into annuity streams) introduce many elements of defined benefit plans into notionally defined contribution schemes. The resulting money's worth ratios are very high (with the exception of single males). Switzerland also has a high annuitization rate by international standards (approximately 80 percent). However, due to high fragmentation of the scheme and non-uniform accounting practices, some aspects of the system are not very transparent. The paper sheds light on the financial health of the pension system and the evolution of the regulatory framework in the past two decades.

Abstract

The study starts with a classification of the enterprises depending on their participation to the Vietnam social security. Among the enterprises that contribute, one striking feature is that on average the share in the wage bill of the contributions paid to the Vietnam social security is much lower than the contribution rate established in the law. Even if the enterprises that do not register their employees are excluded from the calculation, the average ratio is of 7.6 percent while the legal rate was in 2006 equal to 23 percent. The study, consequently, examine this issue before investigating the characteristics of the enterprises that do not register their employees. The paper shows that this low ratio is due to a wide practice by enterprises of paying contributions on lower wages than current wages. The paper investigates, furthermore, who benefit from the practice of avoiding registration and from the practice of under-reporting wages to social security. The results indicate strong evidence that employees in enterprises that are not registered to social security and in enterprises that under report wage receive higher net wages.

Abstract

This report was prepared at the request of the Philippines Social Security System (SSS) to analyze key challenges and propose reform options to improve the sustainability and expand the coverage of old age income protection for private sector workers. A simulation employing the Pension Reform Options Simulation Toolkit (PROST) found that the SSS scheme will face outflows greater than inflows in about 20 years and depletion of its assets in about 28 years. Fortunately, its medium-term financing issues can be addressed through the gradual introduction of parametric reforms that shield workers and retirees from abrupt changes in contributions and benefits. At the same time, the Philippines faces a challenge to improve the defacto coverage of workers by Social Security, and to increase the income protection coverage of the elderly. Options suggested include SSS measures to leverage its identification system and introduce a special instrument for informal workers. Rather than introducing matching contribution subsidies to expand coverage, it was suggested to broaden the scope of beneficiaries eligible for social pensions. Beyond the scope of the SSS, additional measures were suggested including those to improve the access and efficiency of contributions and payments systems, strengthening mobile-money platforms and efforts to improve access to savings instruments, particularly for small and isolated savers. The report points out that the key means of improving coverage lies beyond the scope of social security or pensions, namely, to improve the quantity and quality of wage-based employment.

Abstract

In 2010, Greece, under the pressure of an increasing public debt, was forced to resort to the Troika, which is the designation of the triumvirate which comprises the European Commission (EC), the European Central Bank (ECB) and the International Monetary Fund (IMF). The Troika agreed to provide Greece with financial help, on special terms recorded in a Memorandum of Understanding (MoU) between the Greek Government and the Troika. One of the most important reforms that are recorded in the MoU is the Pension Reform since the Greek Social Security System had long showed signs of unsustainability and insolvency. The recession also caused further impoverishment of old-age people followed by the rest of the population and this became one of the main reasons that the reforms could not be fully implemented for fear of further impoverishment of pensioners and social exclusion in general, as well as political cost which is always a key factor. This paper aims to further analyze and present the impact of the reforms on the Greek Pension System and the people who rely on it, through an actuarial, statistical analysis and point out the changes in the main factors mentioned above and how they correlate.
