How does the current labour market training system function and whose interests does it serve? Résumé Introduction La pénurie dans le secteur des soins de santé est un problème important et depuis plusieurs années, une des professions la plus touchée est la profession d’infirmier. Ce manque de personnel a des conséquences et un impact sur la qualité des soins de santé en plus d’avoir des répercussions sur le bien-être professionnel des infirmiers. Ils sont confrontés à des conditions de travail difficiles, des journées prolongées, un niveau de stress parfois élevé, etc. Ce travail est axé en partie sur le mal-être qu’ils ressentent actuellement et l’impact de celui-ci sur l’envie de continuer à travailler en milieu hospitalier voire même dans cette profession en général. L’axe spécifiquement étudié est le leadership mis en place par les infirmiers chefs et son impact sur le personnel infirmier ainsi que vers quel leadership s’orienter pour répondre aux besoins des professionnels de la santé. Méthode Afin d’explorer cette problématique, le choix d’une étude qualitative soutenue par des entretiens semi-dirigés a été privilégié. Les différents participants sont des infirmiers chefs d’unité d’hospitalisation et des infirmiers travaillant dans ces services. Résultats Le leadership transformationnel est décrit comme un leadership relationnel où le leader a le respect et la confiance de son personnel. Il a un rôle d’exemple et essaye de transmettre des valeurs et une vision. La communication, le sentiment d'appartenance, un climat sain au sein de l’équipe sont des points essentiels pour favoriser la rétention du personnel infirmier. Conclusion Les soins de santé se trouvent dans une situation des plus compliquées avec un taux d’absentéisme important, un turnover impressionnant et tout ceci dans un cadre de pénurie infirmière. Cela a un impact négatif sur la qualité des soins de santé et la sécurité des patients. Le leadership est un élément essentiel pour favoriser la rétention et la fidélisation du personnel mais il n’est pas le seul aspect à aborder. Les problématiques évoquées dans ce travail sont des enjeux de Santé Publique et sont multifactorielles. Les années à venir restent un défi pour les institutions de soins concernant le personnel infirmier.

Hydraulics of Wells: Design, Construction, Testing, and Maintenance of Water Well Systems provides comprehensive treatment of the engineering issues related to the development and management of economical supplies of groundwater. Because groundwater is typically of high quality and dependability, this vital resource is used to supply drinking water in nearly all parts of the globe. Demand for groundwater is expected to increase as population expands and technology advances. Yet groundwater is not free from costs and limitations, including the construction and maintenance of wells and pumping equipment, as well as storage and transmission infrastructure. Threats to well capacity and water quality rise from a variety of factors, such as pollution, overuse, and drought. This Manual of Practice codifies existing practices in the water well industry in order to improve the identification, development, and management of groundwater resources in the future. Topics include: fundamentals of hydrogeology; efficiency of water well systems; design of water wells; construction, development and testing; corrosion; incrustation; wellhead protection; and maintenance. Appendixes include a detailed example of a system design for a water well and sample technical specifications for drilling, constructing, and testing of water wells. Prepared by the Water Regulatory Standards Committee of the Standards Development Council of the Environmental and Water Resources Institute (EWRI) of the American Society of Civil Engineers Regulated Riparian Model Water Code, ASCE/EWRI 40-18, provides a complete, comprehensive, and well-integrated statutory scheme for creating or refining a regulated riparian system of water law. This system uses a requirement of administrative permits for larger water uses, issued based on the well-established principles of riparian rights, to balance and coordinate those uses in times where demand is approaching or outstripping the available water. This standard addresses allocation of water for particular uses and coordination of water allocation processes with water quality regulatory processes. This standard covers declaration of policy; basic definition for the code; waters subject to allocation and those waters exempt from allocation; general administration authority, planning responsibilities, and coordination with other branches of government; enforcement and dispute resolution; establishing a water right, including the requirements of a permit and permit procedures; scope of the water right, including modifications and restriction during shortages; multijurisdictional transfers; and water conservation and supply augmentation. Standard ASCE/EWRI 40-18 provides engineers, attorneys, and government officials guidance on the allocation of water rights among competing interests and the resolution of quantitative conflicts over water.

This paper presents a model of global liquidity shortages. Liquid claims are enforceable promises that play a transaction role. Since developed economies have a comparative advantage in creating liquidity, they export liquid claims to emerging economies, resulting in a permanent current account deficit. This model suggests that unrestricted liquidity flows are (a) welfare reducing for emerging economies and (b) Pareto inefficient. The inefficiency results both from excessive investment for the purpose of creating collateral-backed liquid claims, and from excessive global fragility with respect to collateral shocks.

Dürfen wir Tiere als Ersatzteillager für menschliche Organe nutzen? Können wir als potenzielle Patient*innen mit Organversagen nicht alle von der Xenotransplantation profitieren? Sind die Risiken einer Übertragung von Erkrankungen vom Tier auf den Menschen vertretbar? Die Teilnehmenden der Bürgerkonferenz haben sich intensiv mit der Xenotransplantation auseinandergesetzt und festgestellt: Die Xenotransplantation geht uns alle an. Das Ergebnis der gemeinsamen Deliberation haben die Teilnehmenden in einem Bürgervotum festgehalten. Es soll als Anstoß für die öffentliche Diskussion und für Entscheidungsträger*innen in Politik, Wirtschaft und Wissenschaft dienen. The response to nursing supply and demand problems by health care institutions and policy-making organizations failed to address nurse workforce issues adequately, and this failure resulted in, at times, profound and lengthy nurse shortages. Nurses also lost the ability to control their own destiny within health care institutions while nevertheless establishing themselves as the most critical part of health care provision today.
