Dans le prolongement de l'ouvrage consacré à la sûreté des installations nucléaires édité en 1996 dont le contenu devait être actualisé et le champ étendu, l'IRSN a créé une nouvelle série d'ouvrages didactiques intitulée « Éléments de sûreté nucléaire, de radioprotection et de sécurité ». Cette série s'inscrit dans l'objectif général d'aborder la globalité des aspects visant in fi ne à la maîtrise du risque nucléaire en termes de protection de la santé humaine, de la société et de l'environnement. Le premier ouvrage de cette série, dédié à la sécurité nucléaire et à la nonprolifération, expose les dispositions prises en France et à l'international afin de prévenir des actions d'origine terroriste ou malveillante et, si nécessaire, en réduire les conséquences. Il aborde la sécurité des matières nucléaires, de leurs installations et de leurs transports, la sécurité des sources radioactives et traite de l'engagement des États en termes de « garanties » quant au suivi des matières nucléaires ou chimiques afi n d'en prévenir toute utilisation frauduleuse. Le contenu de ces ouvrages s'adresse à toute personne sensibilisée à ces sujets, notamment de par leur activité dans l'industrie nucléaire, mais aussi à toute personne du public qui y trouvera des réponses à ses questionnements en la matière. Y sont présentés, les éléments de contextes et l'historique, les dispositions réglementaires françaises et les accords internationaux. ------ L'Institut de radioprotection et de sûreté nucléaire (IRSN) est un organisme public d'expertise et de recherche pour la sûreté nucléaire et la radioprotection. Il intervient comme expert en appui aux autorités publiques. Il exerce également des missions de service public qui lui sont confiées par la réglementation. Il contribue notamment à la surveillance radiologique du territoire national et des travailleurs, à la gestion des situations d'urgence et à l'information du public. Il met son expertise à la disposition de partenaires et de clients français ou étrangers.

Depuis plus de quarante ans, l'IPSN puis l'IRSN mènent des travaux de recherche et de développement dans le domaine de la sûreté nucléaire pour ce qui concerne tout particulièrement les réacteurs à eau sous pression, réacteurs qui équipent le parc électronucléaire français. Ce livre fait état de l'avancement de ces travaux pour chaque thématique abordée - accidents de perte de réfrigérant primaire, accidents de fusion du cœur, incendies et agressions d'origine externe, ou encore vieillissement des composants, etc.-, des incertitudes qui subsistent et, dans certains cas, de nouvelles dispositions qu'il serait opportun de développer pour consolider la sûreté des réacteurs d'aujourd'hui et aussi ceux de demain. Ce livre consacre également un chapitre à la recherche menée dans le domaine des facteurs humains et organisationnels, et plus généralement des sciences humaines et sociales. Tous ces travaux sont mis en regard des questions de sûreté soulevées par le retour d'expérience d'accidents majeurs tels que ceux de Tchernobyl ou de Fukushima Daiichi, aussi bien que de celles soulevées par les expertises menées dans le cadre, par exemple, des réexamens décennaux de sûreté des réacteurs nucléaires français. Enfin ce livre illustre, au travers des thématiques abordées, les très nombreux partenariats et échanges concrétisés par l'Institut avec le monde institutionnel, industriel ou universitaire, au plan européen ou international. La réalisation de cet ouvrage s'inscrit dans la volonté de l'IRSN de pérenniser ses acquis et de faire partager ses connaissances.

Following on from the work on the safety of nuclear facility published in 1996, which needed to be updated and extended in scope, IRSN has created a new series of educational publications entitled "Elements of nuclear safety, radiological protection and security". The series takes up the general objective of tackling all aspects of risk management in the nuclear field, in terms of protecting human health, society and the environment. The first publication in this series, covering nuclear security and non-proliferation, describes the measures implemented in France and at international level to prevent terrorism and malicious acts and, if necessary, mitigate the consequences of any such act. It deals with the security of nuclear material, nuclear facilities and the transport of nuclear material, the security of radioactive sources and describes States' undertakings to implement safeguards relative to tracking nuclear material and chemicals to prevent their use for fraudulent purposes. These publications will be of interest to anyone concerned by these issues, especially those who work in the nuclear industry, but it will also answer many questions that members of the public may have regarding these subjects. It indudes information on context and history, the provisions and requirements contained in French regulations and international agreements, as well as details of the roles played by the various entities involved, induding IRSN.

"On March 11, 2011, the North-East of Japan was struck by a huge earthquake followed by a major tsunami and a series of accidents that took place at the nuclear power site at Fukushima, with emissions of radioactive elements". This was the message addressed by Prof. Kanazawa, President of the Science Council of Japan (SCJ), only a few days after the catastrophe, to his colleagues Presidents of the Science Academies, adding that he nourished the hope the "the academies would continue in the future to help with the necessary rehabilitation work". The idea arose immediately to set up an ad hoc academic Working Party, with the assigned mission to analyse the events that had taken place in Japan, to make a status report regarding seismic and nuclear risks both in metropolitan France and in overseas territories and to draw conclusions and make recommendations as deemed appropriate to the situation. The academic Working Party comprised three separate sub-groups, each dealing with one of the three aspects - seismic, nuclear and medical - of the drama as it unfolded. For each of these components, objects of the three parts of this report, the analysis of observed events in Fukushima was supplemented by a reflection o the strengths and weaknesses of these areas in France, in order to formulate the necessary recommendations and to answer scientific and societal question public arises. Although uncertainties remain and that new information still come each month to enrich the record, the enclosed reports seemed complete enough to be published in the state, after the anniversary of this tragedy that will long continue to challenge us.

This book looks at the early history of nuclear power, at what happened next, and at its longer-term prospects. The main question is: can nuclear power overcome the problems that have emerged? It was once touted as the ultimate energy source, freeing mankind from reliance on dirty, expensive fossil energy. Sixty years on, nuclear only supplies around 11.5% of global energy and is being challenged by cheaper energy options. While the costs of renewable sources, like wind and solar, are falling rapidly, nuclear costs have remained stubbornly high. Its development has also been slowed by a range of other problems, including a spate of major accidents, security concerns and the as yet unresolved issue of what to do with the wastes that it produces. In response, a new generation of nuclear reactors is being developed, many of them actually revised versions of the ideas first looked at in the earlier phase. Will this new generation of reactors bring nuclear energy to the forefront of energy production in the future?
