Abstract

This book examines Sino-Central Asian relations on a bilateral level. It highlights the depth of China's involvement with each country in Central Asia on a five-dimensional approach : security cooperation, energy security, trade relations, political relations, and cultural ties. Regarding each of these criteria, Central Asia enjoys a strategic significance to China's national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on the Central Asian political scene for more than two millennia. Their bilateral ties grew steadily since the independence of Central Asian republics in 1992, culminating in a strategic partnership two decades later. China and its partners in the region have embarked on the construction of an ambitious gas pipeline network, joint ventures in oil upstreaming and downstreaming, mammoth highway and railroad projects, trade zones, construction projects, and, above all, strategic security coordination in reference to a unified and integrated response to regional security threats. Both sides are also engaged in a process of reviving the Silk Road in terms of its cultural diversity and trade relations. Sino-Central Asian volume of trade reached $50 billion and is heading steadily toward $100 billion in the coming five years.

"This book examines the involvement of the European Union (EU) and China in Central Asia and critically assesses the implications this has for the region as a whole. The volume adopts a comprehensive, interdisciplinary approach, combining insights from International Relations, EU Studies, International Economics, International Law, Sinology, and History. It concentrates on three thematic levels: (1) historical and contextual, (2) geopolitical and geo-economic, and (3) socio-cultural and institutional. Paying particular attention to the role of the EU and the factors driving the EU's and China's relations with Central Asia, it looks at how the Central Asian countries position themselves vis-à-vis China's growing influence, and how the balance of power between China, Russia and the EU plays out. Contributors also explore the important historical context of the 'Silk Routes', as well as of the erstwhile connection of the Central Asian states with the Soviet Union. This narrative history of the Tibetan Empire in Central Asia from about A.D. 600 to 866 depicts the struggles of the great Tibetan, Turkic, Arab, and Chinese powers for dominance over the Silk Road lands that connected Europe and East Asia. It shows the importance of overland contacts between East and West in the Early Middle Ages and elucidates Tibet's role in the conflict over Central Asia.

Abstract

Since the start of the 2000s, the People's Republic of China has become an increasingly important player on the Central Asian scene, both diplomatically and strategically, in particular through the Shanghai Cooperation Organization. At the economic level, China has positioned itself among the largest traders and investors in Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan. This growing Chinese presence has drastically challenged the traditional influence of Russia and weakened that of the United States and Europe. The purpose of this book is to go beyond a geopolitical analysis by articulating an external influential factor, namely China, and changes in the domestic order in neighboring Central Asia. It engages in an analysis of the contemporary transformations that are occurring within the systems and societies of Central Asia. China has become a subject of public debate, academic and expert knowledge. New cultural mediators, petty traders, lobby groups, migrants, and diasporas, have also emerged. China's rise to power has worked as a catalyst compound of the anxieties and phobias associated with the major social transformations that have occurred in Central Asia over the last two decades. Sinophobia and Sinophilia are now closely associated.
