Originally published in 1987. In March 1917 young Joseph Stalin, already a high-ranking Bolshevik, returned from Siberian exile in search of greatness and power. But his activities during the months leading up to the October Revolution were full of blunders and misjudgments—failures that in later years Stalin obliterated from the historical record. Stalin in October reassembles the history of 1917 and explains why, on the eve of the revolutionaries' seizure of power, Stalin seemingly dropped out of the picture. "He would always be dogged," Slusser writes, "by a nagging sense of having somehow missed the revolution." The lingering shame was crucial to Stalin's development into a Soviet dictator.

"The ties that bind Central Asia to the Middle East have increased dramatically in recent years, as political emancipation from Soviet rule has spurred the restoration of material culture shared by Turkic and Iranian peoples. From the time the word kul'tura entered the Russian language in the early nineteenth century, Russian arts and letters have thrived on controversy. At any given time several versions of culture have coexisted in the Russian public sphere. The question of what makes something or someone distinctly Russian was at the core of cultural debates in nineteenth-century Russia and continues to preoccupy Russian society to the present day. When Art Makes News examines the development of a public discourse on national self-representation in nineteenth-century Russia, as it was styled by the visual arts and in popular journalism. Katia Dianina tells the story of the missing link between high art and public culture, revealing that art became the talk of the nation in the second half of the nineteenth century in the pages of mass-circulation press. At the heart of Dianina's study is a paradox: how did culture become the national idea in a country where few were educated enough to appreciate it? Dianina questions the traditional assumptions that culture in tsarist Russia was built primarily from the top down and classical literature alone was responsible for imagining the national community. The European Neighbourhood Policy (ENP) of 2004, and the succeeding Eastern Partnership (EaP) of 2009 heralded a revolutionary new form of relations with the European Union's neighbours - partnership based on joint ownership and shared values - which would complement if not entirely replace the EU's traditional Eastern Partnership (EaP) governance framework used for enlargement. These initiatives, however, have received a mixed response from the EU's eastern neighbours. This book explores the EU's relations with its eastern neighbours. Based on extensive original research, including in-depth interviews with key people in Belarus, Ukraine, Moldova and in Brussels, it assesses why the EU's initiatives have been so poorly received. It shows how the key elements of "partnership" have been forged mainly by the EU, and not jointly, and examines the idea of external governance, and how the application of this has been over-prescriptive and confusing.

The epidemic of mass rape in the former Yugoslavia has illustrated once again, and in particularly brutal fashion, the inextricable relationship between national politics, sexual politics, and body politics. The nexus of these three forces is highly charged in any culture, at any time in history, but especially so among cultures in which rapid, even cataclysmic, changes in material realities and national self-conceptions are eroding or overwhelming previously secure boundaries.The postcommunist moment in the so-called Second World--Central and Eastern Europe and the former Soviet Union--has dramatically exposed the opportunities and dangers that arise when the political, cultural, and economic foundations of a society are de- and then re-structured. Since the collapse of the Soviet Union, Russians have seen the ruble steadily lose ground to alternative means of payment such as barter and privately issued quasi-monies. Industry now collects as much as 70 percent of its receipts in nonmonetary form, leaving many firms with too little cash to pay salaries and taxes. In this ground-breaking book on the Russian economy, David Woodruff argues that Moscow's inability to control the nation's currency is not a carry-over from the Soviet past. Rather, the Russian government has failed to build the administrative capacity and political support demanded by monetary consolidation-a neglected but crucial aspect of capitalist statebuilding. Drawing on a vast array of empirical evidence, Woodruff shows how the widespread use of barter arose as local authorities tried to protect industry against the destructive effects of price increases and crude tax and accounting systems. As businesses fled or were driven from the money economy, provincial governments invented new ways to tax in kind and issued substitutes for the ruble. In turn, the federal authorities, unable to coerce firms either to operate in the money economy or to abandon business altogether, were forced to make accommodations to barter and to ruble alternatives. Woodruff describes the enormous fiscal difficulties that resulted and recounts the intense political battles over attempts to address the problem. Through an overview of monetary consolidation in other nations, Woodruff demonstrates that the struggles of the new Russian state have much to teach us about the political history of money worldwide. Sovereignty over money cannot, he argues, be imposed by government on a recalcitrant society. Nor can it be assumed as a by-product of disciplined policies aimed at market reform. Monetary consolidation is, at heart, a political achievement requiring political support.

This book explores Benjamin Britten's creative relationship with Russia throughout his life by examining his engagement with Russian composers, musicians and writers in the context of twentieth-century politics. The remarkable relationship between Britten and Shostakovich is a central theme, but it also evaluates other key influences, particularly Britten's passion for Tchaikovsky, his more elusive fascination with Prokofiev, and his ambiguous attitude towards Stravinsky; and it places Britten's enduring friendships with Rostropovich, Vishnevskaya and Richter in the context of his musical output. The book also analyses Britten's responses to various Russian composers and musicians - why, for example, did he dislike Musorgsky? - and considers personal and political perceptions of Britten inthe Soviet Union. Finally, it assesses the wider question of Russian influence on Britten's works and in turn whether Britten's music had any influence on the younger generation of Russian composers,such as Alfred Schnittke. This study draws on Foreign Office and British Council files at the National Archives, published and unpublished material from the former Soviet Union, including the Shostakovich Family Archive, and oral history, in addition to the Britten-related archives. Benjamin Britten and Russia will appeal not only to Britten scholars and students but also to those interested in twentieth-century culture, history and politics more widely.
