Doelstelling: Einddoel van de hele masterscriptie is een bijdrage leveren aan het evalueren en het optimaliseren van de promotie van Vlaanderen en Brussel in Italië. Bovendien kan dit onderzoek nuttig zijn voor de promotie van Vlaanderen in andere landen. Middelen of methode: Het eerste deel van de masterscriptie bestaat uit een literatuurstudie. Om te beginnen komen enkele marketingtheorieën in verband met toerisme aan bod. Deze tonen ons waaraan de medewerkers van de Dienst Toerisme aandacht moeten besteden bij het opmaken van een marketingplan. Daarna gaan we dieper in op de marketingstrategie van Vlaanderen. Het tweede deel is het praktische gedeelte, namelijk het onderzoek zelf. Daarvoor hebben we een enquête afgenomen bij Italianen. Eerst en vooral onderzoeken we in hoeverre Italianen België, Vlaanderen en Brussel kennen, of deze bestemmingen dus al een zekere naambekendheid verworven hebben. Vervolgens gaan we na waarom Italianen naar Vlaanderen zijn gekomen of zouden willen komen. Zijn wat Vlaanderen als zijn sterke punten beschouwt ook echt sterke punten ? Of moeten we ons meer toeleggen op andere elementen? Spelen onze zwakke punten echt in ons nadeel of moeten we ons daar niet blind op staren? Ten derde onderzoeken we waarover Italianen informatie willen als ze naar Vlaanderen komen. Ten slotte willen we weten op welke manier Italianen die informatie het liefste raadplegen en in welke taal ze die verkiezen. Resultaten: Om te beginnen merken we dat België en Vlaanderen reeds een aanzienlijke merkbekendheid verworven hebben en dat de historische steden meer gekend zijn dan het groene Vlaanderen en de Belgische kust. Ten tweede is duidelijk geworden waarom Italianen naar Vlaanderen gekomen zijn of zouden komen. De belangrijkste redenen zijn, in dalende volgorde van belang: Brussel, het cultureel erfgoed, de typisch Belgische producten (bier, chocolade, frieten), een bezoek aan de instellingen van de Europese Unie, het groene Vlaanderen en de kunst. Uit het marketingplan van Toerisme Vlaanderen is gebleken dat men deze elementen als sterke punten beschouwt. Wij kunnen nu bevestigen dat het wel degelijk sterke punten zijn. Verder valt het op dat de streekproducten (spruiten, asperges) toch niet zo bekend lijken te zijn zoals gesuggereerd in het marketingplan van Toerisme Vlaanderen. De medewerkers kunnen hier verandering in brengen door deze producten meer in de schijnwerpers te zetten. Ten derde kunnen we besluiten dat Italianen het zeer belangrijk vinden om informatie in te winnen vooraleer ze naar ons land komen. Ze willen het liefst informatie over de luchthaven, het openbaar vervoer, de taal, het cultureel erfgoed, de kunst, de verblijfsmogelijkheden, het klimaat, de prijs van bijvoorbeeld een biertje, de geografie van Vlaanderen of van een bepaalde stad, de gastronomie, de typisch Belgische producten en de gastvrijheid van de Vlamingen. Vervolgens is gebleken dat Italianen zich het liefst informeren via online brochures, de officiële website van Toerisme Vlaanderen, zoekmachines in het algemeen, vrienden en een reisgids. Daarna volgen Wikipedia en de gedrukte brochures. Bijna alle Italianen verkiezen de informatie in het Italiaans. 56.5% van de respondenten heeft Engels aangeduid, terwijl slechts 24.5% Frans heeft gekozen. 83% van de respondenten zou verder lezen, mocht de informatie alleen in het Engels beschikbaar zijn.

EVALITA is the evaluation campaign of Natural Language Processing and Speech Tools for the Italian language: since 2007 shared tasks have been proposed covering the analysis of both written and spoken language with the aim of enhancing the development and dissemination of resources and technologies for Italian. EVALITA is an initiative of the Italian Association for Computational Linguistics (AILC, http://www.ai-lc.it/) and it is supported by the NLP Special Interest Group of the Italian Association for Artificial Intelligence (AI*IA, http://www.aixia.it/) and by the Italian Association of Speech Science (AISV, http://www.aisv.it/). In this volume, we collect the reports of the tasks’ organisers and of the participants to all of the EVALITA 2016’s tasks, which are the following: ArtiPhone - Articulatory Phone Recognition; FactA - Event Factuality Annotation; NEEL-IT - Named Entity rEcognition and Linking in Italian Tweets; PoSTWITA - POS tagging for Italian Social Media Texts; QA4FAQ - Question Answering for Frequently Asked Questions; SENTIPOLC - SENTIment POLarity Classification. Notice that the volume does not include reports related to the IBM Watson Services Challenge organised by IBM Italy, but information can be found at http://www.evalita.it/2016/tasks/ibm-challenge. Before the task and participant reports, we also include an overview to the campaign that describes the tasks in more detail, provides figures on the participants, and, especially, highlights the innovations introduced at this year’s edition. An additional report presents a reflection on the outcome of two questionnaires filled by past participants and organisers of EVALITA, and of the panel “Raising Interest and Collecting Suggestions on the EVALITA Evaluation Campaign” held at CLIC-it 2015.

The secession of States is subject to legal regulation. The arguments presented by States in the advisory proceedings on Kosovo confirm that there are rules of international law that determine whether the secession of a State in the post-colonial world is permissible. These rules derive from the competing principles of self-determination and territorial integrity. In deciding whether to recognize a secessionist entity as a State, or to admit it to the United Nations, States must balance these competing principles, with due regard to precedent and State practice. These lectures examine cases in which secession has succeeded (such as Israel and Bangladesh), in which it has failed (such as Biafra and Chechnya) and in which a determination is still to be made (Kosovo, Abkhazia and South Ossetia).
