L’eau est de plus en plus présentée comme une ressource rare qui nécessite une gestion coûteuse. Il en découle la problématique du choix d’un découpage territorial approprié pour une gestion optimale de la ressource. Le cadre institutionnel italien et ses trois réformes relatives à la gestion de l’eau impliquant pour deux d’entre-elles le processus de territorialisation, sont propices à l’étude des territoires de gestion de la ressource en eau. L’aire d’étude sera restreinte aux dix-neuf entités de gestion du Mezzogiorno à savoir, les zones territoriales optimales. Dans cette perspective, sera retenue l’hypothèse de recherche selon laquelle la territorialisation des dispositifs de gestion de l’eau est garante d’une plus grande efficacité de ce secteur. La méthode d’analyse par enveloppement des données permettra d’évaluer la performance des entités de gestion selon une approche économique et une approche quantitative des volumes distribués. Préalablement, une analyse des données mettra en évidence l’hétérogénéité du territoire et les données à prendre en considération lors de l’évaluation de l’efficacité. Cette analyse sera appuyée par des outils tels que la cartographie et les analyses statistiques des données. Deux découpages ressortiront en termes de performance: les provinces pour l’approche économique et les régions pour l’approche quantitative des volumes d’eau distribués. Sur cette base, il sera conclu que le choix de découpage du territoire est déterminant pour que la territorialisation des dispositifs de gestion de l’eau soit garante d’une plus grande performance de ce secteur. Ce choix influence de façon variable l’efficacité selon les aspects de la gestion traités. Water is more and more presented as a scarce resource which requires an expensive management. It ensues from this situation the issue of a suited territorial subdivision choice for an optimal management of this resource. The Italian institutional frame and its three reforms related to the water management, involving for two of them the process of territorialisation, are suitable for the study of water management territories. The area of study will be restricted to the nineteen management entities of Mezzogiorno namely optimal territorial areas. With this in mind, our research hypothesis will formulated as follows; the territorialisation of the measures of water management is responsible for a bigger efficiency of this sector. The data envelopment analysis will allow to calculate the management entities performance according to an economic approach and a quantitative approach of the distributed volumes. Beforehand, a data analysis will highlight the heterogeneity of the territory and the data to be considered for the assessment of efficiency. This analysis will be completed with different tools such as cartography and statistical analyses. Two subdivisions will emerge from the study in terms of performance: provinces for the economic approach and regions for the quantitative approach of the distributed volumes of water. On this basis, it will be concluded that the territorial division choice for the territorialisation of water management measures is decisive to assure a bigger performance of this sector. This choice affects the efficiency in different ways depending on the treated management aspects.

Archaeological research has brought to light dozens of ancient monumental fountains. For any well-to-do urban center, they were a necessary utilitarian and aesthetic amenity. In Roman times, public fountains reached a degree of architectural opulence and technical complexity never seen before. Through the statues and inscriptions displayed on their façades, they acted as powerful bearers of individual and collective identities. In traditional scholarly research, this representative dimension of monumental fountains is generally strongly emphasized, to the detriment of their essential role in the provision of water to urban centers. The aim of this monograph is to explore the rich utilitarian dimension of monumental fountains in the Roman East, from their relationship to the aqueduct to the various technical details involving the distribution, display, use and drainage of water. Issues such as user-friendliness, hygiene and the preservation of water under harder climatic conditions will be examined as well, following a diachronic perspective that also includes the later evolution of public fountains in Late Antiquity. Exploring the utilitarian dimension of monumental fountains reestablishes the balance with their representative function: this is the most accurate way of explaining their stunning success in the cities of the Mediterranean
