Abstract

The Government of Montenegro is preparing an electricity tariff reform due to recent developments in the national and regional electricity markets. Electricity tariffs for residential consumers in Montenegro are likely to gradually increase by anywhere from 40 to over 100 percent. This significant price rise will impose a heavy burden on poor households and it may adversely affect the environment. In an ex-ante investigation of the welfare impact of this price increase on households in Montenegro, the authors show that the anticipated price increase will result in a significant increase in households' energy expenditures. A simulation of alternative policy measures analyzes the impact of different tariff levels and structures on the poor and vulnerable households in particular. Higher electricity prices could also significantly increase the proportion of households using fuelwood for space heating.

Abstract

The deployment of distributed renewable generation and e-mobility systems is creating a demand for improved dynamic performance, flexibility, and resilience in electrical grids. Various energy storages, such as stationary and electric vehicle batteries, together with power electronic interfaces, will play a key role in addressing these requests thanks to their enhanced functionality, fast response times, and configuration flexibility. For the large-scale implementation of this technology, the associated enabling developments are becoming of paramount importance. These include energy management algorithms; optimal sizing and coordinated control strategies of different storage technologies, including e-mobility storage; power electronic converters for interfacing renewables and battery systems, which allow for advanced interactions with the grid; and increase in round-trip efficiencies by means of advanced materials, components, and algorithms. This Special Issue contains the developments that have been published b researchers in the areas of power electronics, energy management and battery storage. A range of potential solutions to the existing barriers is presented, aiming to make the most out of these emerging technologies.

Abstract

In the current scenario in which climate change dominates our lives and in which we all need to combat and drastically reduce the emission of greenhouse gases, renewable energies play key roles as present and future energy sources. Renewable energies vary across a wide range, and therefore, there are related studies for each type of energy. This Special Issue is composed of studies integrating the latest research innovations and knowledge focused on all types of renewable energy: onshore and offshore wind, photovoltaic, solar, biomass, geothermal, waves, tides, hydro, etc. Authors were invited submit review and research papers focused on energy resource estimation, all types of TRL converters, civil infrastructure, electrical connection, environmental studies, licensing and development of facilities, construction, operation and maintenance, mechanical and structural analysis, new materials for these facilities, etc. Analyses of a combination of several renewable energies as well as storage systems to progress the development of these sustainable energies were welcomed.

Abstract

Subsidies and cross-subsidies in the energy sector are common throughout Eastern Europe and Central Asia. In Belarus, revenues from an industrial tariff on electricity are used to cross-subsidize heating for households. Input-output (IO) data and a household consumption survey are used to analyze the distributional impacts of this cross-subsidization. This paper illustrates cost shares and electricity-intensity of different sectors and consumption categories and uses the IO data to obtain first-order estimates of the distributional incidence of policy reform. The paper then analyzes distributional impacts of subsidy reform with a Computable General Equilibrium model. Although poorer households benefit from reduced heating costs, the increase in prices of other consumer goods due to higher electricity prices more than offsets the benefits they receive from the subsidies. The analysis finds that the current cross-subsidies are regressive, and policy reform would be highly progressive.
