"People in danger have received protection in communities beyond their own from the earliest times of recorded history. It is 70 years since nations in the wake of world war drew up the landmark 1951 Refugee Convention. To mark this milestone, The State of the World's Forcibly Displaced traces the historic path that led to that definitive moment. It shows how history was made, by taking the centuries-old ideals of safety and solutions for refugees, to global practice. The book maps the progress encountered on the journey started by the Convention, during which the principle of international protection has reached a much broader group of people than the founders could have envisaged in the 1950s. It examines international responses to forced displacement within borders as well as beyond them, and the protection principles that apply to both. It reviews where they have been used with consistency and success, and where they have not. At times, the strength and resolve of the international community seems strong, yet solutions and meaningful solidarity are often elusive. Understanding why - at this important anniversary - is all the more crucial as the world faces unprecedented forced flight. Most is experienced in in low and middle income countries, and persists for generations. Everywhere, an effective response depends on the commitment to international cooperation set down by the Convention: a vision often compromised by efforts to minimise responsibilities. There is growing recognition that doing better is global imperative. Humanitarian and development action has the potential to be transformational, especially when grounded in the local context. Despite the key importance of accountability for the legitimacy of humanitarian action, inadequate academic attention has been given to how the concept of accountability is evolving within the specific branches of the humanitarian enterprise. Up to now,there exists no comprehensive account of what we label the 'technologies of accountability', the effects of their interaction, or the question of how the current turn to decision-making software and biometrics as both the means and ends of accountability may contribute to reshaping humanitarian governance.UNHCR and the Struggle for Accountability explores the UNHCR's quest for accountability by viewing the UNHCR's accountability obligations through the web of institutional relationships within which the agency is placed (beneficiaries, host governments, implementing partners, donors, the Executive Committee and UNGA). Alors que le mandat du Haut Commissariat des Nations Unies pour les Réfugiés (HCR) l'a contrainte depuis sa création à se consacrer à la protection des migrants forcés, déplacés pour des raisons exclusivement politiques, l'agence onusienne est intervenue au secours des victimes du tsunami en décembre 2004. Pourtant qualifiée d'"exceptionnelle" par le Haut Commissaire Lubbers, cette opération marque en réalité le début d'une série d'interventions hors mandat destinées aux victimes de catastrophes naturelles. Le champ d'intervention du HCR a changé depuis le tsunami. En apportant des éléments de réponse pour expliquer cet élargissement de mandat, cet ouvrage pose la question du changement dans les organisations internationales et du rôle des événements majeurs sur la scène internationale dans le renouvellement de leur agenda. Il vise ainsi à s'interroger plus largement sur les stratégies à l'oeuvre et les acteurs impliqués, sur les dynamiques de continuités et de la rupture, et sur les approches à adopter pour les analyser en science politique.

Despite the fact that there are up to 25 million internally displaced persons around the world, their plight is still little known. Like refugees, internally displaced persons have been forced to leave their homes because of war and human rights abuses, but they have not left their country. This has major consequences in terms of the protection available to them. This 2005 book aims to offer a clear and easily accessible overview of this important humanitarian and human rights challenge. In contrast with other books on the topic, it provides an objective evaluation of UN efforts to protect the internally displaced.
