Abstract

This book collects Professor Atle Grahl-Madsen's essays on refugee law and policy in a single volume, including commentary on the principles of refugee law and on important refugee crisis situations. Arranged in chronological order, the compilation of work contains all the author's scholarly English language articles dedicated to the needs and rights of refugees and asylum seekers. The republication of these articles makes an important part of Atle Grahl-Madsen's written work more easily accessible than before. The objective of the book is to provide a new perspective on Grahl-Madsen's approach, his ideas and the results of his research and thinking. As the United Nations High Commissioner for Refugees, Mrs Sadako Ogata, has stated in the foreword: `The timelessness of Professor Grahl-Madsen's writings stems from his conscientious and comprehensive research and his clarity of thought as an analyst His dedication and precision should serve as both an inspiration and aspiration to all who work to defend the rights of the displaced.' Abstract

Die Aufnahme Tausender »Fremder« im Sommer 2015 wurde medial euphorisiert als »deutsches Wunder« beschrieben. Die Geflüchteten selbst tauchten in dieser Perspektive kaum auf. Dem Narrativ der »Willkommenskultur« folgte ein Wechselbad der Diskurse hin zum drohenden Staatsversagen, der Belastungsgrenze oder sexueller Übergriffe. Der »Flüchtling« wurde zum Verursacher nationaler Bedrängnisse. Uwe Becker analysiert diese Diskurse und zeichnet nach, welche Narrative sich im »langen Sommer der Flucht« aufgebaut haben. Dabei zeigt er auf, wie sie im kollektiven Gedächtnis ruhen, jederzeit aktivierbar sind und bis heute eine restriktive Flüchtlingspolitik legitimieren.

Abstract

This book opens the often narrow discourse on the future of Europe and criticises the false dichotomy between nationalism on the one hand and a neoliberal version of Europe on the other. Existing emancipatory projects from across the continent are presented together with reflections on strategies to achieve a democratic Europe beyond the nation state: from the municipal level to the level of transnational media, from technology and counter-surveillance to the systemic change provided by the commons movement and more. Abstract

This open access book asks whether cash-transfer programs for very low-income households promote social and economic citizenship and, if so, under what conditions. To this end, it brings together elements that are too often considered separately: the transformation of social and economic citizenship rights in a market-centered context, and the increasing popularity of cash transfer as an instrument both of social policy and humanitarian action. We link these by juxtaposing theoretical treatment of citizenship and inclusion with concrete policy case studies set in contemporary Turkey. Cases are taken both from domestic social policy and international relief efforts aimed at Syrian refugees. Theoretical discussion and case studies lead to the conclusion that cash transfer programs can promote economic and social inclusion – if deployed at an appropriate scale; if sufficient financial, technical, and social resources are available; and if program design and implementation promotes market inclusion of beneficiaries both as consumers and workers.
