In order to keep healthcare accessible to everyone in the longer term, it is inevitable that limits are placed on collective responsibility for public health. This can best be achieved by placing a basic package of health care provisions for the entire population in a general social insurance policy. In addition, a voluntary supplementary insurance is possible for additional care of your choice. Along the lines outlined, the Council believes that a transparent health care system can be developed based on a clear and coherent division of responsibilities.
